THAT Report COD-001-13 be received; and 2. THAT in accordance with the Public Sector Salary Disclosure Act, the appropriate Ministry be notified, which employees, were paid a salary of $100,000 or more (as defined in the Act), for the year 2013. BACKGROUND AND COMMENT 1.1 On January 29, 1996, the Ontario Legislature passed the Public Sector Salary Disclosure Act. This Act requires the Municipality to disclose annually the names, positions, salaries and taxable benefits of employees paid $100,000 or more a year. 1.2 The definition of salary paid is per the Income Tax Act. Specific boxes from the T4 are used to calculate the salary paid (box 14) and the taxable benefits (boxes 30, 32, 34, 36, 38, and 40). It is important to note that the basic pay is the gross salary before statutory deductions for tax, C.P.P., E.I., etc. 1.3 For elected officials, the one-third non-accountable expense allowance paid to an elected officer to perform the duties of that office is not included in box 14 and therefore not included in the amount reported here. 1.4 The municipality is required to submit this information to the Ministry of Municipal Affairs and Housing and to include the information in the Municipality's annual financial statements. 1.5 The Ministry of Finance will prepare, for public release on April 1St, a compendium of records of all employees in the Province whose salaries are disclosed. 1.6 In 2013, employees paid a salary as defined in the Public Sector Salary Disclosure Act, 1996, of $100,000 or more by the Municipality of Clarington are listed on attachment#1. 2.
