Adjournment Next meeting: November 21, 7:00 PM September 18, 2023 Clarington Heritage Committee Municipality of Clarington 40 Temperance Street Bowmanville, ON L1C 3A6 Dear Committee Members, On behalf of the Clarington Public Library Board, this letter is written to share with you the important dehumidification work required at 37 Silver Street in Bowmanville, also known as Waverley Place. As you are aware, this building has historical designation due to the successful conversion of a one-story regency cottage to a two-story Italianate brick home. In addition, this location was the former residence of two significant community members; Mr. David Fisher and Mr. John H. H. Jury, both of whom have made an impact on the history and development of Bowmanville. As our climate continues to change, the historic nature of the building and lack of HVAC infrastructure does not provide adequate temperature stability and the humidity controls that are vital to supporting proper care for the heritage elements and historical artifacts on display. Staff regularly monitor the temperature and relative humidity levels and have consulted with a professional conservator. With the support and guidance of the Municipality of Clarington’s Community Services Department, we have investigated the best options to secure temperature control and the reduction of relative humidity to safer levels. The following solutions will be implemented to mitigate the risks associated with the improper environment in a building that features heritage and cultural elements and artifacts. 1) Installation of a “Ductless Split” Heat pump system. • This system would supply cooling (for the purposes of humidity control) during the summer months, and an alternate source of heating. This unit will be installed in the “non public areas” on the east side of the house. (Image A, B) • A ductless split unit would include an exterior unit at the back of the building (east facing). As the unit would not be visible from the front of the building, we believe this would not obscure the Italianate-style portion of the building and it could be disguised with landscaping elements to maintain the historical use of the property. (Image C, D) 2) Installation of a Ducted system, in the closet under the stairs • The ducted unit would be installed in a closet under the stairs (Image E), where it would not be visible to the public. Return air would be captured from upstairs, via a floor grill near the top of the stairs by the Belvedere stairs, decorative register grill would be installed, which be heritage sympathetic (Image F) • The ducting from this return air would route into the closet on ground floor and be concealed by a boxed in bulkhead into the closet on ground floor. (Image G) • Supply air to this side of the building would be via vents installed with similar decorative grates, to either or both the wall of the dining room, and or corridor wall. (Image H) As the building is historically designated, the installation of dehumidification systems will support its continued use as a community museum and an interpretive learning space for the residents of Clarington. We have been advised that a heritage permit application will not be required for this necessary work, provided the exterior unit is installed at the back of the building in a manner that is sensitive to the brick façade, and concealed with landscaping. The interior installations will be completed in a manner that is sensitive to the period property and the systems will be hidden and/or disguised from view so as not to display any modern amendments. This letter is for information sharing purposes. We thank you for your continued efforts to preserve the heritage of Clarington.
