That Report LGS-016-22, and any related communication items, be received; 2. That, in accordance with Section 226 of the Municipal Act, 2001, c.25, and Section 3.2 of the Procedural By-law, during the four-year term of Council (2023-2026), Region Councillor Wards 1 and 2 and Regional Councillor Wards 3 and 4 be appointed as the Deputy Mayor for the Municipality of Clarington on an alternating year about schedule beginning with Councillor Woo, Regional Councillor Wards 3 and 4; 3. That the following Members of Council be designated as the Department Liaisons for the term ending November 14, 2026: Planning and Infrastructure Services Public Works Department Emergency and Fire Services Department Community Services Department Legislative Services Department Financial Services Department 4. That all interested parties listed in Report LGS-016-22, and any delegations, be advised of Council’s decision. Municipality of Clarington Page 2 Report LGS-016-22 Report Overview This report is intended to provide background information regarding the appointment of the Deputy Mayor and the Department Liaisons. 1. Procedural By-law Deputy Mayor 1.1 Deputy Mayor means “the Member of Council who is appointed to this position who, in the absence of the Mayor, shall exercise all of the powers and responsibilities of the Mayor as provided for in this By-law or any other by-law or statute.” This includes signing authority, presiding at meetings, calling meetings, representing the Municipality. 1.2 The Municipality of Clarington’s Procedural By-law 2021-054 states: 3.2.1 At the first meeting of Council or as soon thereafter as is practical, Council shall appoint a Member to act as a Deputy Mayor in the absence of the Mayor. During any such absence of the Mayor, the Deputy Mayor shall exercise all of the powers and responsibilities of the Mayor under this By-law or any other by-law or statute. 3.2.2 Further to the appointment referenced in Sub-section 3.2.1, Council, in its discretion, may appoint a Member to act as Deputy Mayor for the term of Council. Alternatively, Council may appoint two Members of Council each of whom shall act as Deputy Mayor during periods of the term of Council which are specified in the appointment. Department Liaisons 1.3 Section 5.1.1 (b) of the Procedural By-law states: Municipality of Clarington Page 3 Report LGS-016-22 1.4 Department Liaisons work closely with their designated department in addition to chairing their portion of the Standing Committee. However, Section 5.2.1 of the Procedural By-law also states “the Mayor shall call the meeting to order, preside during presentations and delegations, and chair that portion of the meeting dealing with the matters pertaining to the Department for which they have been appointed Department Liaison. As well, the Mayor shall chair those portions of the meeting dealing with matters continued to be considered under Unfinished Business of the agenda, and the motion to adjourn.” 1.5 Additionally, Section 5.3.1 states that “The Chair of the PD Committee shall be the Planning and Development Services Department Liaison for matters pertaining to Planning. Where a matter from a department other than Planning is being considered, the corresponding Department Liaison may Chair that portio n of the Agenda. The Mayor shall chair the PD Committee in the absence of the appropriate chair. 2. Financial Considerations None. 3. Concurrence Not Applicable. 4. Conclusion It is respectfully recommended that Committee consider the vote to appoint the Deputy Mayor and to designate Members of Council as Department Liaisons at this time.
