Recommendations:
1.That Report LGS-006-20 be received;
2.That John Paul Newman be appointed as Deputy Clerk for the Municipality of
Clarington; and
3.That the draft by-law, appointing John Paul Newman as Deputy Clerk, attached to
Report LGS-006-20 as Attachment 1, be approved.

1. Background
1.1 With the recent retirement announcement of Anne Greentree, Municipal Clerk, June
Gallagher has accepted the position of Municipal Clerk, effective November 16, 2020.
1.2 After a successful recruitment process, John Paul (JP) Newman has accepted the
position of Deputy Clerk, effective January 4, 2020. JP comes to Clarington with a vast
amount of experience, including most recently at the Township of Scugog as
Clerk/Director of Corporate Services.
1.3 In order to complete the appointment, Staff are recommending the passage of the
attached draft by-law appointing John Paul Newman effective January 4, 2021.
2. Concurrence
Not Applicable.
3. Conclusion
It is respectfully recommended that Committee recommend the approval of the attached
draft by-law appointing John Paul Newman as Deputy Clerk.

By-law 2020-xxx
Being a By-law to Appoint a Deputy Clerk.
Whereas subsection 228(2) of the Municipal Act, 2001 grants the Municipality the authority to
appoint a Deputy Clerk who shall have all the powers and duties of the clerk under the
Municipal Act, 2001 and any other act;
And whereas, arising out of Report LGS-xxx-20, Council deems it necessary to make changes
to appointment by-laws;
Now therefore the Council of The Corporation of the Municipality of Clarington enacts as
follows:
1. John Paul Newman is appointed Deputy Clerk for The Corporation of the
Municipality of Clarington.
2. This by-law shall take effect on January 4, 2021.
