Call to Order Chairperson, Todd Taylor called the meeting to order at 7:00 pm. 2. Disclosures of Pecuniary Interest There were no pecuniary interests stated for this meeting. 3. Applications: 3.1 A2020-0002 Applicant/Owner: Caoimhe O'Donnell -James 58 Dadson Drive, Bowmanville The applicant, Caoimhe O'Donnell -James, gave a verbal presentation to the Committee in favour of the application. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. Committee Member Dave Eastman asked the applicant how many cars are normally parked on the drive. The applicant responded that, during the day, during the business' operating hours, there would be just her own one car and then one, perhaps two client vehicles. There will be no employees. Her husband's car is there in the evenings only. Eastman asked if there is enough room for three cars, to which the applicant replied there is room for four. Committee Member Shelley Pohjola asked staff member, Mark Jull, if the variance was for parking for the resident or for the home business. Jull responded that it was for the business. Moved by Noel Gamble, seconded by Dave Eastman. "Based on our review of the application, all verbal comments received and the agency comments submitted, the application for minor variances to section 3.16e and section 13.2c.iii) of Zoning By-law 84-63 to recognize the existing provision of parking and existing side yard setbacks to permit a proposed home occupation is minor in nature, desirable for the appropriate development or use of the land and maintains the general intent and purpose of the Zoning By-law, the Durham Region Official Plan and Clarington Official Plan and is Approved." "Carried" 3.2 A2020-0003 Owner/Applicant: Ben Ciceri (Westmoreland Commercial Inc.) 150 Baseline Road East, Bowmanville Seeing as neither the applicant nor anyone to speak on their behalf was present, Chairperson, Todd Taylor, moved to come back to this application at the end of the meeting (after hearing application A2020-0004) to give time for anyone who might arrive late. The Committee Members agreed. The application was heard at the end of the meeting (see 3.4 below). 3.3 A2020-0004 Owner/Applicant: Andy & Joan Doorenspleet 3137 Rundle Road, Bowmanville The applicant, Joan Doorenspleet, gave a verbal presentation to the Committee in favour of the application. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. No Committee Members had questions or comments. No other persons spoke in support or opposition of the application Moved by Shelley Pohjola, seconded by Dave Eastman. "Based on our review of the application, all verbal comments received and the agency comments submitted, the application for a minor variance to Section 3.1.c. of Zoning By-law 84-63 to increase the maximum permitted accessory structure floor area from 90 square metres to 122.1 square metres is minor in nature, desirable for the appropriate development or use of the land and maintains the general intent and purpose of the Zoning By-law, the Durham Region Official Plan and Clarington Official Plan and is Approved." "Carried" Minutes from January 23, 2020 Page 3 3.4 A2020-0003 Owner/Applicant: Ben Ciceri (Westmoreland Commercial Inc.) 150 Baseline Road East, Bowmanville This application was pushed to the end of the meeting to provide extra time for the applicant or anyone to speak on their behalf to arrive (see 3.2 above). However, no persons were present to speak in support or opposition of the application. No Committee Members had questions or comments. Moved by Gord Wallace, seconded by Shelley Pohjola. "Based on our review of the application, all verbal comments received and the agency comments submitted, the application for a minor variance to Section 24.1.b.x) and 24.3.a. of Zoning By-law 84-63 to temporarily permit outside storage on an industrial lot without a principal building be Tabled for sixty days to allow the applicant to submit a site plan application to the Municipality of Clarington for 505 Lake Road, Bowmanville." "Carried" 4. Adoption of Minutes of Previous Meeting Moved by Dave Eastman, seconded by Shelley Pohjola. "That the minutes of the Committee of Adjustment, held on December 12, 2019 be Approved." "Carried" 5. Other Business: x Appeal date for the foregoing applications is February 12, 2020. x Next Meeting of the Committee of Adjustment is February 20, 2020. 6.
