2. Introductions of Committee members and staff
Engineering Director welcomed committee members and provided brief history of
active transportation. Committee to facilitate community involvement, bring ideas
and disseminate information. Roundtable introductions of committee members.

Clarington Active Transportation initiatives
Main goals include transportation and recreation. Introduced recent trail projects,
upcoming trail projects, trails included with subdivisions, future capital trail

move them off-road wherever opportunities exist. Four trail projects were
approved in the 2018 budget.
Clarington Transportation Master Plan
The Transportation Master Plan guides the renewal and improvement of
Clarington's transportation network. Feedback from the community was sought
and incorporated into the plan e.g., share road signs, dedicated bike lanes, urban
shoulders. Potential for a master plan specific to active transportation.
Revised Minimum Maintenance Standards for Municipal Highways
Revised standards mandated by province, e.g., requires snow removal for bike
lanes and specific standards for sidewalk winter maintenance.
Clarington Traffic Map
Interactive map to provide the community with information such as location of
traffic signals, all way stop intersections, traffic volume, official speed limits,
cycling facilities and more: http://www.clarington.net/trafficmap. An FAQ section
will be provided on the Clarington website in the future.

Chair and Co -Chair elections
Deferred to future meeting.
Road Safety
Committee to provide feedback on safety initiatives in school zones, issues
regularly raised by the community (speeding, safe connections for cycling),
experience in other cities/countries, etc. Four-part road safety assessment
recently completed on sign reflectivity, curb warning signs, roadside hazards and
vegetation encroachments. Information regarding collisions is collected by
Durham Regional Police.
Safe School Transportation Funding program
Funded by the Ontario Ministry of Education, and managed and delivered by
Green Communities Canada (GCC), the Ontario Active School Travel Fund
supports active school travel programs such as take your bike to school days,
walking school bus, mapping the best walking routs to school, etc. Any
Committee members that are interested in this program are encouraged to
research opportunities for a possible future application. More information is

Public education and promotion of Active Transportation and Safe Roads
Key role of the committee is public education and promotion of active
transportation e.g., organize walks, rides and safety courses. Funding for
classes/activities is available to the committee. Members are also encouraged to
attend Clarington open houses to provide support and talk with community
members, date of next open house will be shared with the committee.
Ontario Municipal Commuter Cycling (OMCC) program
Funded by the provincial government, the OMCC program provides funding to
Ontario municipalities to support the implementation of commuter cycling
infrastructure. Clarington applied to the program in 2018 and was successful in
securing funds for the construction of the Bloor Street multi -use path from
Townline Road to Prestonvale Road and for the design of Farewell Creek Trail
Phase 2.
Connectivity of AT routes
One of the goals of the Municipality is to link our active transportation routes to
create greater connectivity between our cycling lanes and recreational trails.
Trail condition and signage review
The Clarington Cycling Club via Jim Boate provided the municipality with a
Waterfront Trail audit. Found that some signs are inconsistent (location, height,
etc.) and identified several concerns regarding the condition of the trail. Steve
Brake, Peter Windolf, Jim Boate and Bart Hawkins Kreps to meet to discuss
signage and maintenance issues identified in the audit. Committee circulated
images and discussed signage and infrastructure used in the City of Pickering.
5. Other Business
Bicycle lighting kits are available to committee members for distribution at events,
if interested please contact Ron Albright at RAI brig ht clarington.net.
Committee recognizes the importance of active transportation public education
and awareness.
Committee members are invited to the Cullen Gardens trail opening Monday,
May 28 at 8:15am. Meet at Cullen Gardens, Whitby
6. Future Meeting schedule
The committee terms of reference state that regular meetings of the committee
are to be held quarterly. The next regular meeting is scheduled for Thursday,
September 20, 2018 at 7:00pm in Room 1A.

Committee members have decided to hold an informal meeting on Thursday,
August 23, 2018 at 7:00pm in Room 1C to discuss issues and get a better
understanding of the various interests of the members.
