Disclosures of Pecuniary Interest There were no pecuniary interests stated for this meeting 3. Applications: 3.1 A2016-0042 Jessica Zachanowich /Spects Optical 279 King Avenue East, Newcastle Part of Lot 27, Concession 1 Former Township of Clarke Applicant Jessica Zachanowich and her husband Andrew Zachanowich made a verbal presentation to the Committee regarding the application. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. Committee Member James Vinson asked the applicant if she had read the comments written by Planning Staff. The applicant went into more detail about the proposal and the future plans for retrofitting the building and have no issues with the comments written by Staff. Dennie Radcliffe, the direct neighbor to the subject property, spoke in support of the application. Dennie explained that an occupied building is a lot better for the ❑dJ KERF_WCRRGAKD-1-DI -D- DI 1UEAffl lU FFD -G A.❑mAPQ❑ DI -KD- RZ LLXV-CSD S-1U-KDV❑G❑ the property, they have maintained it substantially better. The application is APPROVED to permit an opticians office in an LED❑Z FUG I -\W -FT-SUR -5 a❑❑111zone, subject to the condition of completing the parking areas, sidewalks, landscaping and fence as shown on the approved site plan with twelve months of the approval of thiVL1DSSQD\5Z__C Carried 3.2 A2016-0043 Peter Lauder 6436 Cedar Park Road Part of Lot 15, Concession 6 Former Township of Darling - Applicant Peter Lauder made a verbal presentation to the Committee regarding the application. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. Committee member Shelley Pohjola, asked for clarification on whether the deck was going to be 2.3 metres or 2.03 metres. The applicant clarified the proposed deck would be 2.03 metres deep. There were no further questions from the Committee members. There were no members of the public in objection or support. Moved by John Bate, seconded by Gord Wallace. The explanations for the proposed variances were similar to what was outlined in the report prepared for these applications. There were no questions from the Committee or members of the public in objection or support. All applications were approved unanimously by the Committee. No applicant or agent was present at the meeting and there were no members of the public in objection or support. Planner, Amanda Watson explained to the Committee members that an applicant or agent does not have to be present for the Committee to vote on an application. The Committee discussed and concluded that they were not comfortable voting on the application without the applicant present and would like to table the application until a further meeting date. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. Committee Member James Vinson requested clarification on change of use proposed throughout the variance. The applicant described the proposed change is only to the existing arts and crafts store, to be varied to allow a medical clinic, the two units are already existing. The variance is to legalize the existing two units and legalize the proposed medical clinic. There were no further questions from the Committee or members of the public in objection or support. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. There were no questions from the Committee or members of the public in objection or support. The application was approved unanimously by the Committee. Moved by John Bate, seconded by Gord Wallace. Based on our review of the application and the agency comments submitted, the application is deemed minor in nature, meets the intent of the Official Plan and Zoning By-law and will not be detrimental to the character of the neighbourhood. The application is APPROVED to permit the construction of a sunroom addition to the rear of a single detached dwelling by reducing the minimum required rear yard setback from 7.5 metres to 4.1 metres - Carried 3.7 A2016-0053 Michael and Shelly Kuzenko 4507 Courtice Road Part Lot 28, Concession 4 Former Township of Darlington Committee Member, James Vinson called upon the applicant to come forward and to describe the application. No applicant or agent was present at the meeting and there were no members of the public in objection or support. Planner, Amanda Watson explained to the Committee members that an applicant or agent does not have to be present for the Committee to vote on an application. The Committee discussed, reviewed the proposed variance and concluded that they felt comfortable supporting the subject application. Moved by Gord Wallace, seconded by Shelley Pohjola. Based on our review of the application, the agency comments submitted, and the public submissions received, the application is deemed minor in nature, meets the intent of the Official Plan and Zoning By-law and will not be detrimental to the character of the neighbourhood. The application is APPROVED to reduce the minimum required lot area for the subject property from 40 hectares to 18.5 hectares." Carried 3.8 A2016-0054 Sean Ashley 1 Aylesworth Avenue, Courtice Part Lot 35, Concession 1 Former Township of Darlington Applicants, Sean and Tara Ashley made a verbal presentation to the Committee regarding the application. The explanation for the proposed variance was similar to what was outlined in the report prepared for this application. There were no questions from the Committee or members of the public in objection or support. The application was approved unanimously by the Committee.
