Minutes of a special meeting of the
General Purpose & Administration Committee
held on Monday, March 21, 1988, at 12:30 p.m.,
in Court Room #2.
Present Were: Mayor J. Winters (until 2:00 p.m.)
Councillor A. Cowman
Councillor D. Hamre
Councillor M. Hubbard (from 2:05 p.m.)
Councillor H. McKnight
Councillor F. Stapleton
Councillor A. Wotten
Also Present: Chief Administrative Officer, L. Kotseff

Director of Public Works W. Evans (until 2:05 p.m.)
Treasurer, J. Blanchard
(Department Heads attended for the period during which
their budgets were reviewed)

New Administrative Moved by Councillor Cowman, seconded by Councillor Hubbard
Facility
Newcastle Public
Library Board
THAT Treasurer's Report TR-19-88 be received;
AND THAT the portion of the 1988 Capital Budget pertaining
to the New Administrative Facility be approved "FORTHWITH";
THAT By-law Number 82-96, Section 5.06 be waived for the
purchase of office furnishings and equipment for the new
Administrative Facility;
AND THAT the Interim Financing Proposal contained in Schedule "A"
to Report TR-28-87 be revised as per Schedule "D" attached to
Report TR-19-88.

THAT the Newcastle Public Library Board portion of the 1988
Capital Budget be tabled until a reply is received from the
Public Library Board to the reso'liutions passed at the General
Purpose and Administration Committee meeting held on March 12, 1988.

March 21, 1988
Mayor Winters indIcated that, with respect to the Bowmanville
?outhlndLJ~trial Park, henhils b~erl threaten~!li!l1_ a Charge of
Conflict of Interest because he has a pecuniary interest in
abutting lands. The Mayor left the table and refrained from
discussion or voting on the Public Works Budget. __n

Moved by Councillor Hamre, seconded by Councillor Hubbard
THAT the Public,Works Department 1988 Capital Budget be approved
in principal and forwarded to the 1988 Current Budget discussions;
AND THAT the four year forecast be received for information.

THAT there be a 5 minute recess.

Moved by Councillor Hubbard, seconded by Councillor Cowman
THAT the Fire Department 1988 Capital Budget be approved in
principal and forwarded to the 1988 Current Budget discussions;
AND THAT the four year forecast be received for information.

Councillor Hamre made a declaration of interest with respect
to the acquisition of "Reel to Reel" Recorder; vacated her
chair and refrained from voting and discussion on the subject
matter. Councillor Hamre's husband is employed by Bell Canada.

THAT the "Reel to Reel" Recorder detailed on Page 10 of the
Fire Department 1988 capital Budget be considered separately
and approved.

Resolution #GPA-Z45-88
Moved by Councillor Hamre, seconded by Councillor Hubbard
THAT the Museum 1988 Capital Budgets be referred to the meeting
of the General Purpose and Administration Committee
scheduled to reconvene on Friday, March 25, 1988 at 9:30 a.m;
AND THAT staff prepare and bring forward a list of
recommended 1988 Capital Budget cuts at that meeting.
