Ccuncillor Deegan Chaired the meeting.
Lawrence E. Kotseff, Chief Administrative Officer, gave an overview of the Tbwn of
Newcastle 1989 Current Budget.
Marie Marano, Treasurer, answered questions from the Ccmmittee.
1989 Current Budget and 1989 Capital Budget Final Approval
Resolution #SGPA-320-89
Moved by Ccuncillor wotten, seconded by Mayor Hubbard
1. THAT Report TR-33-89 be received, and
2. THAT the 1989 Current Budget for Municipal Purposes be approved, and
3. THAT the 1989 Capital Budget be approved, as amended, and the Four Year Forecast
be approved in principle, and
4. THAT Council oonsider the additional grant request listed in Section 4 of the
body of this report for inclusion in the 1989 Current Budget.

Moved by Mayor Hubbard, seconded by Ccuncillor Hamre
THAT the foregoing Resolution iSGPA-320-89 be amended and the following be added
thereto:
THAT $1,200.00 per Member of Ccuncil be allocated for Ccnferences and
Ccnventions, and
THAT the Travel Expenses be increased to $6,000.00.

THAT $1,000.00 be added to the Stationery and Office Supplies Account to provide for
personalized stationery and business cards for Members of Council.

THAT the Committee recess for 30 minutes.

THAT an additional Planner be hired for the Strategic Planning Section of the
Planning Department.

Moved by Mayor Hubbard, seconded by Ccuncillor Hamre
THAT the amount of $21,546 be deleted from the Library Board Budget and replaced
with an amount to reflect a 5% increase,
THAT an amount of $3,500.00 be provided for the start-up salary cost related to the
Court ice Operation, and
THAT the per capita rate be adjusted to include the Tbwn's budgeted Capital
Operations.

Councillor Hamre made a conflict of interest relative to the 911 Emergency Response
Telephone Service, vacated her chair and refrained from discussion on the subject
matter. Ccuncillor Hamre I s husband and scn are employed by Bell canada.

Moved by Mayor Hubbard, seconded by Ccuncillor wotten
THAT effective immediately, the successful completion of the York University
Physical Fitness and Stress Testing Course be a pre-requisite for the hiring of all
Full-Time and Part-Time Firefighters for the Tbwn of Newcastle.

Moved by Ccuncillor Hamre, seconded by Mayor Hubbard
THAT the amount of $10,000.00 be eliminated with respect to the Board of Trade Grant
Request, and
THAT this amount be added to the Contingency Account.

Moved by Ccuncillor Hamre, seconded by Ccuncillor Wotten
THAT the Visual Arts Centre Grant Request be adjusted to reflect a 5% increase over
1988, and the difference be transferred to the Contingency Account, and
THAT the Visual Arts Centre be requested to prepare an annual budget report to
Council justifying any increase over the inflationary factor.

Moved by Ccuncillor Hamre, seconded by Ccuncillor Wotten
THAT Item #4 of Resolution ISGPA-320-89 be amended by adding the following thereto:
"at the regular meeting of Council, on Monday, April 10, 1989, at Noon."

The foregoing Resolution iSGPA-320-89 was then put to a vote and CARRIED AS AMENDED.
