Hubbard Councillor P. Deegan Councillor D. Hamre (At 1:39 p.m.) Councillor L. Hannah Councillor K. Hooper Councillor F. Stapleton Councillor A. Wotten Also Present: Chief Administrative Officer, L. Kotseff Director of Public Works, W. Evans (Until 2: 30 p.m.) Deputy Fire Chief, M. Creighton (At 2:30 p.m. until 2:45 p.m.) Director of Oommunity Services, J. Caruana (At 2:45 p.m. until 3:30 p.m.) Director of Planning, F. Wu (At 3:30 p.m. Until 3: 34 p.m.) Acting Treasurer, M. Marano Tbwn Clerk, P. Barrie Deputy Clerk, M. Knight Councillor Deegan chaired the meeting. Chief Administrative Officer, L. Kotseff gave a general overvie of the Five Year Capital Budget - First Draft dated February 15, 1989. Acting Treasurer, M. Marano answered questions from the Committee. Councillor Deegan made a declaration of interest with respect to the proposed project listed in the Public Works Budget, for the intersection of George Street and Church Street in Bowmanville and refrained from discussion on the item. Councillor Deegan indicated that he owns property in the immediate area. Councillor Hooper made a declaration of interest with respect to the proposed project listed in the Public Works Budget for construction of Ontario Street in Bowmanville and refrained from discussion on the subject matter. Councillor Hooper indicated that he lives in the immediate area. . . . . S.G.P.A. Minutes 1989 Capital Budget & Four Year Forecast (First Draft) 10.57.12. - 2 - February 27, 1989 Resolution iGPA-l88-89 Moved by Councillor wotten, seconded by Mayor Hubbard 1. THAT Report TR-2l-89 be received; and 2. THAT the 'Ibwn portion of the 1989 Capital Budget and Four Year Forecast be approved in principle; and 3. THAT the Library and Museum portions of the 1989 Capital Budget and Four Year Forecast be considered, and approved in principle. "CARRIED AS AMENDED" Resolution tGPA-189-89 Moved by Mayor Hubbard, seconded by Councillor Wotten THAT the foregoing Resolution #GPA-188-89 be amended by adding a Recommendation #4 as follows: "4. THAT the Bowmanville Museum Board be requested to submit their building profile to Totten, Sims, Hubicki, to allow for a review of the profile between 'Ibtten, Sims, Hubicki and senior TOwn staff and that a subsequent report be forwarded to the General Purpose and Administration Committee." "CARRIED" Resolution #GPA-19o-89 Moved by Mayor Hubbard, seconded by Councillor Hamre THAT the foregoing Resolution #GPA-l88-89 be further amended as follows: a) THAT the words "the Library" be deleted from Recommendation #3; and b) THAT the following Recommendations, 5, 6 and 7 be added thereto: 5. THAT the Library Board Budget be referred back to the Library Board with a request that the Budget be reduced by $70,000.00 from the 1989 Tax Levy; 6. THAT the Chief Librarian or the Chairman of the Board address an increase in service in Orono and Newcastle Village; and 7. ~r a meeting be scheduled between Council and the Library Board to discuss the Four Year Forecast. AroOURNMENT - 3 - February 27, 1989 Resolution tGPA-191-89 r-bved by Mayor Hubbard, seconded by Councillor Wotten THAT the recommendations contained in Oonfidential Report CS-05-89 be adopted. "CARRIED AS AMENDED" Resolution #GPA-192-89 Moved by Oouncillor Hamre, seconded by Mayor Hubbard THAT the foregoing Resolution #GPA-l9l-89 be amended in Recommendation #3. "CARRIED" The foregoing Resolution iGPA-191-89 was then put to a vote and CARRIED AS AMENDED. Resolution #GPA-193-89 Moved by Oouncillor Hamre, seconded by Oouncillor Wotten THAT the meeting adjourn at 4:10 p.m. "CARRIED"
