(d) Proposed Zoning By-law Amendment - Part Lot 2S, Concession 2, former
Township of Darlington - Macourtice Developments Limited; and
(e) Proposed Zoning By-law Amendment - Part Lot 27, Concession 1, former
Township of Clarke - William Kraayvanger/Kraco Contracting.
The Chairman asked if there were any persons present wishing to speak to
these matters. Several people indicated a desire to speak.
Before proceeding with these matters, the Chairman asked the Clerk to
advise on the manner of notice.
The Clerk advised that:
(a) Public notices were mailed to all property owners within 120 metres by
March 22, 1991;
(b) Notices of the public meetings were posted on each of the sites by
March 22, 1991; and
(c) The notices comply with the regulations under the Planning Act.
The Chairman announced that any persons wishing further notice of the
passage of the by-law, if passed, to leave their name, address and telephone
number with the Clerk before they leave.
The Chairman called on the Director of Planning and Development to briefly
describe the purpose and effect of the by-laws and how the by-laws
accomplish the stated purposes.
The purpose and effect of the by-laws are as follows:
(a) Bayly Holdings Limited - to permit the development of a plan of
subdivision tota1ling 579 units, consisting of 10S single family dwellings,
132 semi-detached units, a lS5 unit medium density block, a 154 unit
high density block, a school, park and commercial block;
(b) Green Martin Holdings Limited - to permit the development of a plan of
subdivision tota1ling 277 units, consisting of lOS single family dwe1lings,
94 semi-detached units, 75 street townhouse units, a park and school
block;

(c) Newcastle Townline Centre - to permit the establishment of a 1350 m2
(14531 sq. ft.) retail commercial plaza;
(d) Macourtice Developments Limited - to permit the development of a plan
of subdivision tota1ling 52 units, consisting of 14 semi-detached units and
38 townhouse units; and
(e) William Kraayvanger/Kraco Contracting - to permit the construction of a
duplex on the subject lands.
The Chairman announced that questions may be asked concerning the
manner of notice or the purpose and effect of the by-laws and that all
questions must be asked through the Chair.
The Chairman announced that Committee would hear from the objectors,
then anyone in support, with the applicant speaking last.
(a) Bayly Holdings Limited - Report PD-85-91
Bill Colville, Box 44, Bowmanvi11e, L1C 3K8, addressed Committee with
respect to the application submitted by Bayly Holdings Limited and
requested that Committee not consider this application until the
reconstruction of Green Road is complete. He indicated that over 100
accidents have occurred on the hill at the intersection of Green Road and
Baseline Road.
EvyIin Stroud, 89 Little Avenue, Bowmanvi11e, LlC 1J9, requested
clarification as Report PD-85-91 does not contain comments from the
Ministry of Agriculture and Food.
Noone spoke in support of this application.

Unit 41, Whitby, LlN SY7, addressed Committee on behalf of the
applicant and indicated support of the recommendations contained in
Report PD-85-91. Mr. Kapuscinski indicated that the applicant is willing
to work closely with residents of the area in order to alleviate their
concerns.
(b) Green Martin Holdings Limited - Report PD-86-91
Bill Colville, Box 44, BowmanviI1e, LIC 3Ka, reiterated his concerns with
concerns to the safety on Green Road and also questioned whether his
water table would be altered or contaminsted by the proposed
development.

Jose Ibanez, 1409 SaIem Road, R.R.#1, Ajax, L1S 487, addressed
Committee in support of the application submitted by Green Martin
Holdings Limited. Mr. Ibanez stated that the extension of Green Road
will be beneficial to the Town and the immediate community and
requested that Committee support the application.
David Greenspan, 390 Bay Street, Suite 3100, Toronto, M5N 1W2.
addressed Committee on behalf of the applicant and requested that this
Official Plan Amendment not get caught up in the Town's review of the
Durham Regional Official Plan. He indicated that the Comm;"sioner of
Planning for the Region of Durham is recommending to the Regional
Planning Committee that this area be designated "Residential' in the
Regional Official Plan.
(c) Newcastle Townline Centre - Report PD-87-91
Noone spoke in opposition to or in support of this application.
Ra.Y Abbott, 172 King Street East, Suite 303, Osbawa, LlH 1B7,
addressed Committee in support of the recommendations contained in
Report PD-87-91 and indicated that he is presently dealing with the
Ministry of Transportation with respect to access points for the proposed
plaza. Mr. Abbott ahowed an artist's rendering of the plaza.
(d) Macourtice Developments Limited - Report PD-88-91
Evylin Stroud, 89 Little Avenue, BowmanviDe, Lle 1J9, requested
clarification with respect to the key map included with Report PD-88-91
and requested that all environmental concerns be addressed by Town Sta1f.
Noone spoke in support of this application.
Kevin Tunney, Tunney PJ..nnirlg, 340 Byron Street South, Whitby,
L1N 4P8, addressed Committee on behalf of the applicant and indicated
that a Public Hearing was held in November of 1990 for this plan,
however, in the meantime the plan has been amended and therefore a
new public hearing was required.
(e) William Kraayvanger/Kraco Contracting - Report PD-89-91
No one spoke in opposition to or in support of this application.
Wi11iam Kraayvanger, Box 2002, Newcastle, LOA lHO, advised Committee
that he has applied for this rezoning to create affordable housing. He
indicated that it is the best possible use of the land for economica1
reasons and stated that the proposed house will blend well into the
existing neighbourhood.

The meeting reconvened at 10:32 am.
(a) Glenn Prout, Chairman, Senior Citizens Centre Steering Committee, 36
Concession Street: East, BowmanviDe, LtC 1Y1, addressed Committee in
support of the recommendations contained in Report CS-18-91. Mr. Prout
indicated that if Sta1f is authorized to initiate the process of soliciting
proposals for the completion of a Feasibility Study for a Senior's Activity
Centre, the Steering Committee will act as liaison to the Consultant
throughout the entire study.
(b) Mario Veltri, 68 King Street East, Bowmanvil1e, LtC 3X2, was called but
was not present.
(c) Anthony BigIieri, G.M. Bernas, 110 Scotia Court, Unit 41, Whitby,
L1N SY7, addressed Committee on behalf of his clients Oceanfront
Developments Limited and Veltri and Sons Corporation with respect to
Report PD-100-91. His concern is that the Hamlet Secondary Plans
should not be held in abeyance but should be pursued by the Town. He
requested that the Town request the Region to take on the responsibility
of the settlement capacity study.
(d) Maryjo Boyes, R.R.#1, Hampton, LOB lJO, addressed Committee with
respect to Report PD-100-91 and questioned why her application has been
held up for over one year. She indicated that she has applied for the
severance of one lot which she does not consider to be a major
development and has not received any adverse comments from the
surrounding community.
(e) Joan Watts, Group 2, Box 4, R.R.#6, BowmanviDe, LtC 3K7, addressed
Committee with respect to the Addendum to Report PD-313-90 and
indicated that she is not in opposition to the proposed subdivision. She
does, however, have some concerns as they relate to her dog boarding
kennel which is located across the road from the proposed subdivision.
Mrs. Watts read into the record a letter by Mr. and Mrs. Huber in which
they deny that they have any objections to the development proposed by
Joe Tomina and William Wolfe. Mrs. Huber indicates in her letter that
her concerns have been adequately dealt with.

(I) Bill Hasuik. R.R.#3, Bowmanville, L1C 3K4, indicated to the Committee
that he has no objections to the proposed subdivision addressed through
the Addendum to Report PD-313-90. He indicated that the land is not
suitable agricultural land and is therefore a prime location for the subject
development.
(g) L Huber, Group 2, Box 5, R.R.#6, Bowmanville, LlC 3K7, was unable to
attend the meeting, however, her comments were read into the record
earlier by Mrs. Watts.
(h) C. Cupe1li, R.R.#3, 2153 Naah Road, Bowmanville, LlC 3K4, stated that
she has no objections to the proposed subdivision addressed in Addendum
to Report PD-313-90, however, she is requesting that she be compensated
if her well is affected by the development.
(i) Sam Cureatz appeared on beha1f of Mr. B. Kamin, 30 College Street, 2nd
Floor, Toronto, M5G 1K2, with respect to Report CD-1l-91 and requested
that the proposed by-laws be tabled to allow for communication to take
place between himself and the Town Solicitor with respect to some
wording clarification contained in the by-laws.

THAT Council accept the proposal from Pro Lawn Landscaping, Orono,
Ontario, based on an hourly cost of $10.85 for labour, plus G.S.T., to
provide the necessary labour and equipment to complete the Orono
Woods/Walk Park Project, Phase I, as required by the Department of
Community Services;
THAT the procedures set out in the Purchasing By-law #82-92,
Section #5, Paragraph 04, be waived for this particular transaction; and
THAT the funds be drawn from the Community Services 1990 Capital
Budget, Account #1110-156-X.
