Minutes DELEGATIONS - 2- March 18, 1991 (a) Audrey Andrews, R.R.#3, 3612 Trulls Road, BowmanviIJe, L1C 3K4, re: Water and Sewer on Trulls Road, advised the Committee that she has owned a house on Trulls Road, north of Highway #2, for two years. She stated that all the wells in this area are contaminated and many of the septic systems are outdated and in dire need of repair. She requested that Council recommend to the Region that sanitary water and sewer lines be extended from George Reynolds Drive to Pebblestone Road in order to service all of the existing residents who are experiencing the same problems. She referred to a petition pertaining to this matter, previously circulated with 45 signatures and another petition circulated in the past, containing 35 signatures. (b) Brian T. Parker, Senior Planner, Inducon Consultants of CanAdA Limited, 235 Yorkland Blvd., Suite 1100, North York, M2J 4Y8, was called but was not present. (c) Peter Walker, Walker, Wright, Young A$.""';At"" Limited, 172 St. George Street, Toronto, M5R 2M7, appeared on behalf of Tribute Corporation which owns land on Lot 5, Concession 1, former Township of Dar1ington, and stated support for the recommendations contained in Report PD-59-91. (d) Ron Strike, Salmers, Strike & Furlong, Barristers & Solicitors, 38 King Street West, BowmanviIJe, L1C 3K8, was called but was not present. (e) Samual Dechukwu, Wmdland Consultants Ltd., 5 Lavington Drive, Suite 7, Weston, M9R 2H1, was called but was not present. (I) William R. Bums, 383 Wolfe Street, Oshawa, LlH 3T9, advised that he was addressing the Committee with respect to Report PD-59-91 on behalf of himself and his brother, Frederick Burns, and noted that he is in the process of selling his property located on Lot 14, Concession 2, and questioned whether or not the boundary line relating to his property will be changed to Green's Road. (g) Bryce Jordan, G.M. Bernas & A-.MAt.es Ltd., 110 Scotia Crt., Unit 41, Whitby, LlN 8Y7, appeared on behalf of Kingsdown Investments and noted concurrence with the recommendations contained in Report PD-59-91, specifically Paragraph 4.9.5. (h) Jnlian Rowan, SAG.A, R.R.#1, NewtonvilJe, LOA lJO, was called but was not present. (i) Gordon White, Group 2, Box 21, R.R.#2, BowmanvilJe, L1C 3K3, was called but was not present. '''n9 i. DELEGATIONS . . - 3 - March 18, 1991 G) Harold Whorms, R.R.#2, Bowmanvi11e, LlC 3Ka, advised that he owns property located on Lot 23, Concession 1 which directly abuts a small parcel of land which has been designated as industrial. He indicated that the industrial designation jeopardizes his chosen rural life style and devalues his property. He requested the Committee to stop the piecemeal approach to industrial development in the area and wait until such time as a freeway connection route has been established. (k) Brian Elston, R.R.#2, Bowmanvi11e, L1C 3K3, referred to the contents of Report PD-59-91 as being remarkably insensitive to the community of South Courtice. He indicated that projected needs must be balanced and the integrity of the past be maintained. He referred to the contents of Paragraph 2.2 on Page 3 of the Report, and indicated that some of the goals listed are in conf1ict with the remainder of the Report. He questioned the contents of Paragraph 3.2.1 pertaining to the Regional structure. He stated his preference for more balanced land uses as this will affect the quality of our lives and of our descendants. (I) Lome Hartford, 1065 Stone Cottage Cres., Oshawa, LlK lZ5, was called but was not present. (m) David Salmers, Salmers, Strike & Furlong, Barristers & Solicitors, 55 William Street East, MrT ""1g1>lin Square, P.O. Box 2096, Oshawa, LlH 7V4, appeared on behalf of a group of land owners who have ownership of 100 acres located on Lot 24, Concession 3, former Township of Darlington. He noted that 40 acres are considered to be third rate agricultural land and the remaining 60 acres are unsuitable for agricultural purposes and have not been farmed for many years. He noted that this parcel of land which is located on the east side of Solina Road and north of Nash Road, is preferably suited for the development of larger residential lots. He requested that the Official Plan designation be altered to allow this development. (n) Mark A Foley, Kingsberry Properties, 319 College Ave., P.O. Box 11, Oshawa, LlH 7KB, advised that he owns 54 acres on Lot 30, Concession 3, former Township of Darlington, specifically located on the southeast comer of Pebblestone Road and Trulls Road. He indicated that he was also the voice for many other residents who reside west of Courtice Road and South of Pebblestone Road. He requested the delineation of the existing boundary line to include the subject parcel of land as part of the Courtice Urban Area or to change the designation of this land to "Residential" or a "Special Study Area". He referred to a letter from Mr. Kortekaas who has a Master's Degree in Environmental Studies wherein Mr. Kortekaas states that the Gardener-Lee study of 1976 is outdated under present conditions. Mr. Kortekaas advises that the site in question has low environmental sensitivity. Mr. Foley expressed support for the recommendations contained in Report PD-59-91 and advised that the specifIc problems related to the area in question could be addressed in a forum other than the Official Plan. 210 G.P.& A. DELEGATIONS . . - 4- March 18, 1991 (0) Velvet Ross, Twmey Pbmromg 340 Byron Street South, Whitby, LlN 4P8, appeared on behalf of Mario Veltri and Tunney Planning and advised that she did not wish to comment on Report PD-59-91. (p) Ronald Worboy, P.O. Box 21, 153 Simcoe Street North, Oshawa, LlH 7K8, appeared on behalf of Mr. and Mrs. Witzke who own 50 acres on Lot 31, Concession 3, former Township of Darlington and requested that this area be included as part of the Courtice Major Urban Area He concurred with Mr. Foley's remarks. (q) Mr. and Mrs. WItzke, R.R.#3, BowmanvilJe, L1C 3K4, were called but did not wish to speak. (r) Wayne King, Co-op Road, Orono, LOB lMO, appeared on behalf of the Orono Development Committee and circulated correspondence dated March 18, 1991. He reiterated the Orono residents' concerns about the state of the sewage disposal system in Orono and the request to have Orono designated as a Small Urban Area His letter states that "the consultants' sewage report states that the tested surface water is equivalent to raw sewage. That means that rain water running down the streets, in the backyards and lying around in puddles is the equivalent of raw sewage." He further stated "...how can we impress upon Regional Council that the life and health of the people of Orono depend upon Orono being designated a Small Urban Area" (s) Kevin Twmey, Tunney Pbmroirog, 340 Byron St. S., Whitby, LlN 4P8, was called but was not present. (t) William Manson, 20 r.IPrn..tiR Road, Willowdale, M2J 4X2, indicated support for the recommendations contained in Report PD-59-91 and specifically referred to Section 5.2 on Page 21 of the Report. (u) IJoyd Stephenson, 106 King St. E., NewcastJe, LlB lH5, was called but was not present. (v) David Greenspan, 390 Bay St., Suite 3100, Toronto, M5H 1W2, appeared on behalf of William Tonno Construction Limited pertaining to an application to designate, as residential, approximately 53 acres on Lot 32, Concession 33, former Township of Darlington, located north of the current Urhan Boundary of the Courtice North Neighbourhood 3A. Mr. Greenspan referred to this proposal as a "complete hole in the residential doughnut" which is surrounded on all sides by residential development. The table land of this site basically has similar characteristics as that of the Kassinger lands located to the south and, therefore, development of this site would have a minimal environmental impact. He advised that William Tonno is prepared to convey the entire 25 acre parcel of land on the Farewell Creek Valley to assure control over the valley land. Mr. Greenspan indicated that development of this site could positively impact the water issue relating to the residents of Trulls Road. 2 1 . . . G.P.& A. "CARRIED" Julian Rowan, RAGA, R.R.#1, Newtonville, LOA lJO, circulated a copy of his correspondence dated March 18, 1991 to the General Purpose and Administration Committee wherein: he requested that Report PD-59-91 include Council's direction that the Region designate a new category of "Environments! Study Area" within the Regional Official Plan sod that the Ganaraska Headwaters be designated the fIrst Environments! Study Area in Durham Region. - he indicated that wording appears to be somewhat ambiguous or does not reinforce the apparent intent of the Town and the Regional Plan to protect the Ganaraska River Headwaters on the following paragraphs of Report PD-59-91: 2.2, 2.4, 4.4.1, 4.4.2 and 4.8.2.
