Resolution #GPA-171-91
Moved by Councillor Stapleton, seconded by Mayor Hubbard
THAT Report TR-22-91 be received for information;
THAT the 1991 Capital and Current Budget be approved, as outlined in
Report TR-22-91; and
THAT the four year forecast be approved in principle.

Susan Hendricks, Chairman, Newcastle Public Library Board, together with
Bev Wakefield, Erla Jost and Barbara Baker, Librarian, gave an overview of
the 1991 proposed budget for the Newcastle Library.

Moved by Councillor Hamre, seconded by Councillor Hannah
THAT the presentation of the Library Board be received with appreciation;
THAT the 1991 budget for the library be referred to the Treasurer for review
and recommendations concerning the options available to the Town to allow
for the Library's needs to be met; and
THAT the members of the Newcastle Library Board be invited to attend the
meeting at which the report will be considered.

Moved by Councillor Stapleton, seconded by Councillor Hannah
THAT the matter of the unexpended funds in the amount of $20,300. from
the lot levy fund for Library Services for the start-up costs of an expanded
branch in N ewcastJe Village be referred to the Treasurer to be considered
during preparation of the report to outline Council's options in addressing the
Library's needs for 1991.

The Director of Planning and Development gave an overview of the 1991
Capital and Current Budget submissions for that department.

Moved by Councillor Hamre, seconded by Mayor Hubbard
THAT the Planning and Development Department 1991 Current Budget be
increased by $8,000. to allow for sufficient funds to be available for Animal
Control to respond to all emergency calls throughout 1991.

THAT the Committee recess until 1:30 p.m.

The Treasurer, Fire Chief and Chief Administrative Officer gave brief
overviews of the 1991 Capital and Current Budget submissions for their
respective departments.

Moved by Mayor Hubbard, seconded by Councillor Hamre
THAT Staff delete $100,000. from the 1991 Capital and Current Budget and
submit a report detai1ing the deletions to a Special General Purpose and
Administration Committee meeting on March 18, 1991.
