(a) Doug V"',glutro, Manager of Retail Network, York Region, 0......11.. Post,
6th Floor, 20 Bay Street, Toronto, M5J 1A1 - re: Proposed Closing of
NewtonvilJe Post Office. Mr. Vaughan apprised the Committee on the
decision made by the Federal Government in 1987 to expand on the rural
program. Canada Post was to deliver mail in a consistent and reliable
manner and become a profitable organization or the delivery of mail
would have to be turned over to the public sector. In 1987, Clarkson and
Gordon's quarterly reports indicated that the performance by Canada Post
was in the low 80%. Since then, the performance level has been elevated
to 97% - 98%. Since 1987, postal rates have been kept below the rate of
inflation in spite of the fact that deliveries have increased by
approximately 150,000 points of call per year. In order to improve mail
processing, high capacity machines have been purchased and rural
program offices have been turned over to the private sector. This allows
for better access and offers superior office hours. Mr . Vaughan indicated
that the closing of the Orono and Hampton Post Offices are not presently
being planned. Postal workers are offered by-outs and incentives
whenever transfers are not possible.
(b) Ross Stevenson, M.P., 138 Taunton Rd W., Oshawa, LlG 3T4,
telephoned and advised that he would be unable to attend the meeting
due to the inclement weather.
(c) David Merriman, Consultant to Solid Waste Interim Steering Committee,
circulated correspondence entitled "A Study of Solid Waste Diversion
Incentives" and advised that the purpose of the study is to identifY and
evaluate alternative waste diversion incentive schemes and report on their
applicability to the residential sector. Based on the data obtained during
the course of the study and evaluation of the viable alternatives, selected
pilot waste diversion incentive schemes will be designed. The Town of
Newcastle has been chosen for this study because it is a progressive
community which has been the subject of a pilot study which has been
favourably received. Tbe residents of the Town would be approached and
given the opportunity to provide significant input. There would be no
cost to the Town although it is estimated that the cost of this project will
be approximately $100,000.00 and will be funded by the Ministry of the
Environment.
(d) St.7...roro.. E1ston, R.R.#2, Bowmanvi11e, L1C 3K3, telephoned and advised
that she would be unable to attend the meeting due to illness.
(e) Jan Hawryszko, 2588 Prestonvale Road, R.R.#2, Bowmanville, LtC 3K3,
advised that on October 26, 1987 an amount of $6,830.00 was paid to the
Regional Municipality of Durham for hook-up to sanitary sewer mains
and water mains but, in tact, this did not take place until
December 10, 1987. He requested that the Committee give favourable
consideration to the reimbursement of approximately $4,342.00 or part of
the original cost.

(f) Roy Good, 68 Varcoe Road, Bowmanvi11e, LlE 1N2, informed the
Committee that he has resided on Varcoe Road since 1973. He had no
problems with the quality and amount of water generated from his well
until the erection of the subdivision across the street. After experiencing
a frustrating process of approaching the Town and the Region to ascertain
the date of hook-up to watermains, and not wanting to subject his family
and infant to unsafe water, he requested water hook-up from the Region
at a cost of $5,000.00. Approximately two months later his neighhours'
cost for hook-up was $300.00. He requested that the Committee give
consideration to reimbursement of the fee differential.

owners releasing the Town from any responsibility regarding their animal
collection that may result from the construction and use of the widenings
of Highway #2 and Mearns Avenue in a form satisfactory to the Town's
Solicitor and the owners withdrawing their objection to the Minister of
the Environment regarding the undertaking of this work, the Town will
build a solid wood fence (at an estimated cost of $32,000) along their
frontage on Highway #2 to alleviate their concerns about the effect of the
reconstruction of Highway #2 on the animals in the BowmanvilJe Zoo
subject to the owners advising the Ministry of the Environment that the
Town has satisfactorily dealt with their concerns about the reconstruction
of Highway #2 and Mearns Avenue;
THAT appropriate Town officials take the necessary action to initiate and
proceed with expropriation of the necessary land from the BowmanvilJe
Zoo for the widening of Mearns Avenue;
