Resolution #GPA-47-91 Moved by Councillor Wotten, seconded by Councillor Deegan THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on January 7, 1991 be approved nCARRIED" As required under the new Planning Act [Section 34(12)], Council is holding a public meeting prior to either adopting or rejecting the following: (a) Proposed Zoning By-law Amendment - Part Lots 25 and 26, Broken Front Concession, former Township of Dar1ington - P.L. Lee Investments Ltd.; (b) Proposed Zoning By-law Amendment - Part Lot 29, Concession 3, former Township of Clarke - Jenkins-Camsport Trucks; . . . G.P.A. Minutes PUBLIC HEARINGS - 2- January 21, 1991 (c) Proposed Secondary Plan and Zoning By-law Amendments for the Hamlet of Maple Grove - Part Lots 18, 19 and 21, Concession 2, former Township of Darlington - Hamlet of Maple Grove Secondary Plan; and (d) Proposed Neighbourhood Plan and Zoning By-law Amendments - Part Lot 31, Concession 2, former Township of Dar1ington. The Chairman asked if there were any persons present wishing to speak to these matters. Several people indicated a desire to speak. Before proceeding with these matters, the Chairman asked the Deputy Clerk to advise on the manner of notice. The Deputy Clerk advised that: (a) Public notices were mailed to all property owners within 120 metres by December 21, 1991; (b) Notices of the public meetings were posted on each of the sites by December 21, 1991; (c) Notices of the public meeting for applications OP 3.14 Hamlet of Maple Grove Secondary Plan and DEV 91-01 were placed in the local newspapers; and (c) The notices comply with the regulations under the Planning Act. The Chairman announced that any persons wishing further notice of the passage of the by-laws, if passed, to please leave their name, address and telephone number with the Deputy Clerk before they leave. The Chairman called on the Director of Planning and Development to briefly describe the purpose and effect of the by-laws and how the by-laws accomplish the stated purposes. The purpose and effect of the by-laws are as follows: (a) P. L. Lee Investments Ltd. - to permit the development of an Industrial Subdivision and eliminate outside storage as a permitted use; (b) Jenkins-Camsport Trucks - to permit the storage and sale of car and truck accessories; (c) Hamlet of Maple Grove Secondary Plan - to amend the Town of N ewcastJe Official Plan to incorporate the Maple Grove Secondary Plan and to implement the Secondary Plan by amending By-law 84-63 as follows: , / . . . Minutes PUBLIC HEARINGS - 3 - January 21, 1991 i) Rezone the lands on the south side of Highway No. 2 in Part Lot 18, Concession 2, former Township of Darlington, from "Residential Hamlet (RR)" to "Agricultural (A)"; ii) Rezone the lands on the west side of Maple Grove Road in Part Lot 19, Concession 2, former Township of Darlington from "Residential Hamlet (RH)" to "Agricultural (A)"; ill) Rezone the lands on the south side of Highway No. 2 in Part Lot 21, Concession 2, former Township of Dar1ington, from "Residential Hamlet (RH)" to "Rural Cluster (RC)"; and (d) Kingsberry Properties Ltd. - to permit the development of a plan of subdivision consisting of 3 single family units, 22 two - family dwelling units and 37 Townhouse units, all totalling 62 units. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-law and that all questions must be asked through the Chair. The Chairman announced that Committee would hear from the objectors, then anyone in support, with the applicant speaking last. (a) P. L. Lee Investments Ltd. . Report PD-20-91 Noone spoke in opposition to or in support of this application. The applicant was present and expressed concurrence with the recommendations contained in Report PD-20-91. (b) Jenkins-Camsport Trucks - Report PD-21-91 Noone spoke in opposition to or in support of this application. The applicant was present but did not wish to address the Committee. (c) Maple Grove Hamlet Secondary Plan - Report PD-22-91 D. Mastroianni, 2023 Simcoe Street North, Oshawa, LlG 4Y4, advised that he, three years ago, purchased approximately 24 acres of land located on Lot 19, west of Maple Grove Road and South of Highway No.2. At the time of purchase, this land was zoned residential and he is opposed to the rezoning from residential to agricultural because the land is not suitable for farming. R. BarrabaJl, R.R.#6, Bowmanvi11e, L1C 3K7, a resident of Maple Grove since 1953, questioned the advantage of Maple Grove being a Hamlet and the impact this proposal would have on the residents' property taxes. He expressed concern with the problem of overgrown weeds resulting from the rezoning of certain properties to agricultural stating that this may create an eyesore to the community. . . . G.P.A. Minutes - 4- January 21, 1991 PUBLIC HEARINGS Kevin Tunney, Tunney P1Aroro;rog, 340 Byron St. S., Whitby, LlN 4P8, appeared on behalf of an owner of property located at the north-west corner of Maple Grove and Highway No.2, stating that he will be approaching staff with respect to expanding upon the home occupation as it is the intention of his client to request the use of a veterinary clinic with the veterinarian residing on the same premises. Noone spoke in support of this application. (d) Kingsberry Properties Ltd. - Report PD-23-91 Evylin Stroud, 89 Little Avenue, Bowmanvi11e, L1C 1J9, expressed opposition to this application because the lands are zoned Environmentally Protected and requested that the land remain zoned as minor open space. No one spoke in support of this application. The applicant expressed concurrence with the staff recommendations contained in Report PD-23-91.
