Resolution #GPA-91-92 Moved by Councillor O'Toole, seconded by Councillor Hannah THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on January 20, 1992 be amended as follows; "THAT resolution #GPA-83-92 be amended in the fourth paragragh by deleting the word 'pedestrian' and inserting the words 'for vehicular traffic' after the word 'safety' ", and approved, as amended. Eng., Ministry of Transportation, Central ~ 3rd Floor, Atrinm Tower, 1201 Wi1son Avenue, Downsview, M3M 1Js, circulated a pampWet entitled "Ministry of Transportation - Oshawa!N ewcastle Freeway Link" - Route Planning and Environmental Assessment Study - Highway 401 to Proposed Highway 407 - Brochure #3, dated February 3, 1992. He advised that his presentation was being made at this meeting for the information of the Committee prior to holding Public Information Centres on February 18,1992 at the So1ina Community Centre and February 19, 1992 at the Baseline Community Centre. He noted that 46% of the projected population of the Town of Newcastle would use the proposed highway. He introduced Mu-lu...1 Chiu, Prqject Manager, McCormick Ranlrin, 2655 North Sheridan Way, Mi"';RRA'lgl'O, L5K 2P8, who displayed a map of the study area referencing various topographical details. He advised that the following evaluation factors were tsken into consideration during the process of determining the preferred route: Natural Environment Social Environment Economic Environment Agricultural Environment Cultural Environment, and Transportation and Engineering. (a) Jean Graham, c/o Durham Growers, 345 Mill Street North, Newcastle, L1B 1J3 - reo Report PD-1O-92 - appeared on behalf of Durham Growers Co-op and reiterated per previous concerns pertaining to safety of the residents emanating from vehicular traffic, sidewalks and parking. (b) John Garvin, 20 Andrew Street, Newcastle, Lffi 1J4 - reo Report PD-10-92 - appeared on behalf of Mr. & Mrs. Owen and reiterated the following concerns; the proposed structure is typical in size and appearance to an institution parking is inadequate the site should be developed with single detached homes lack of parks and sidewalks the slope of the lot has a drop in excess of 10 feet the residents of the proposed facility are not from the Town of Newcastle, and fences cannot provide visual relief. . . . G.P.& A Minutes DELEGATIONS - 3 - February 3, 1992 (c) Valerie Cramner, Dnrham Region Non-Profit Housing, 1615 Dundas Street East, Whitby, LlN 6A3 - reo Report PD-10-92 - displayed a model of the proposed building and stated that, in an attempt to address the concerns of adjacent residents, the following changes have been made to the property: the roof line has been altered a. veranda will be built at the front of the property two separate driveways sufficient parking for staff and visitors an all-brick building rather than shingles, and the property and the site will be landscaped extensively. She introduced Janice McElrea, D'Arcy Place, eobourg, K9A 4LS, who informed the Committee that she has been a member of staff of D' Arcy Place for 12 years. The facility will house 10 residents who are developmentally handi-capped and between the ages of twenty five to forty five years. These residents will receive twenty four hour supervision and it is the intent of D' Arcy Place to integrate these clients into community life. (d) Gord Baker, 71 Martin Road South, BowmanviI1e, Lle 3K7 - re: Report PD-39-92 - circulated a letter dated October 3, 1991, expressing ol1iection to the proposal for the following reasons: the existing residents' front yards will face the backyards of the new homes the placing of a garbage disposal housing unit directly in front of his home lack of parking the area is currently zoned to allow single family and linked units the removal of the berm which has been a noise attenuation measure the residents have received no feedback from the developer, and there is no playground in the area He requested that the Committee deny this application. . . . Ltd., 110 Scotia Court, Unit 41, Whitby, LlN 8Y7 - reo Report PD-39-92 - displayed an Elevation Plan noted that the topography of the site has made it very difficult to develop. The garbage housing unit will be constructed with brick. The noise study is based on future predicted population and he therefore sees little need for noise attenuation.
