Resolution #GPA-658-93 Moved by Councillor Dres1inski, seconded by Councillor Hannah THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on November 15, 1993, be approved. "CARRIED" (a) Municipality of C1arington OflIcial Plan Amendment Application Before proceeding with this matter, the Chairman asked the Deputy Clerk to advise on the manner of notice. The Deputy Clerk advised that a public notice was sent by fIrst class mail on or before November 3, 1993 to all property owners within the West Main Central Area and all interested parties for the Bowmanville Main Central Area Study. Additionally the notice was placed in local newspapers on or before November 3, 1993. This notice procedure is in compliance with Ontario Regulation 402/83. 201 . . . G.P.& A Minutes - 2- December 6, 1993 PUBLIC MEETING CONT'D. DELEGATIONS The Chairman announced that all persons who wish further notice of the Official Plan Amendment Application should leave their name, address and telephone number with the Clerk's Department. The Chairman announced that the Director of Planning and Development would describe the purpose and effect of the proposed amendment, then the objectors would be heard, followed by the supporters and the applicant. (a) Municipality of C1arington Amendment No. 56 to the Official Plan of the former Town of Newcastle - Secondary Plan for the Bowmanville West Main Central Area - the proposed amendment would incorporate a Secondary Plan for the Bowmanville West Main Central Area with policies and maps to permit a variety of retail commercial, office commercial, community facility, park, open space and residential uses. A future GO station site is also included in the designations contained in the amendment documents. George ~ Development Manager, Ghods Bui1ders Ine., 333 Sheppard Ave. East, Snite 300, WillowdaIe, M2N 3B3 - circulated a letter dated December 3, 1993 to Members of the Committee and stated opposition to the OffICial Plan Amendment No. 56 for the following reasons: does not agree with the designation of his company's lands for office, commercial and residential purposes; disagrees with the designation of other lands within this plRnn;ng area; opposed to the street pattern shown on Schedule "D" and with the allocation of retail space with section 10.2.5.3 ill.; and may have further concerns after the completion of a detailed analysis of the amendment. He advised that he intends to pursue these planning issues and others before the Ontario Municipal Board when the hearing commences on January 31, 1994. Brian Parker, Fasken Campbel1 Godfrey, Suite 20, 3600 Toronto Dnminioo Bank Tower, Toronto. appeared on behalf of the owners of the Bowmanville Mall and advised that his client continues opposition to any level of commercial development taking place west of the Bowmanville Creek as it is premature. AI Strike. Chairman, Bowmanvi11e B.LA., referred to the B.IA' s previous written submissions pertaining to this matter wherein the B.I.A is concerned that the threshold is too high and this might cause duplication of the downtown core. No one spoke in support of this application. (a) Evylin Stroud, 89 Little Avenue, Bowmanvi11e, Lie IJ9, advised that December 6, 1993 is Canada's National Day of Remembrance and Action on Violence Against Women. She invited Members of the Committee and Staff to a memorial to be held at 7:00 p.m. at the Visnal Arts Centre. (b) Tom Smith, Walker, Nott, Dragevie, 172 George Street, Toronto, M5R 2M7, advised prior to the meeting that he would not be in attendance. 202 . . . G.P.& A Minutes - 3- December 6, 1993 PLANNING AND DEVELOPMENT Resolution #GPA-659-93 Amendment No. 56 to the Official Plan of the former Town of Newcastle - Secondary Plan for the Bowmanville West Main Central Area D09.0P A93.C.005 Extension of Draft Approval - Cal Ontario Limited (formerly Danarus Management Group) - Part Lot 29, Concession 2, former Village of Newcastle D12.18T.81008 Moved by Councillor Hooper, seconded by Councillor Hannah THAT Report PD-158-93 be received; THAT Amendment No. 56 to the Official Plan of the former Town of Newcastle, being Attachment No.1 to Report PD.158-93, be approved, and that the necessary by-law be adopted; THAT the Urban Design Guidelines for the Bowmanville West Main Central Area, being Attachment No. 2 to Report PD-158-93 be adopted; THAT the modif"JCations to Official Plan Amendment No. 56 are minor, and that a new Public Meeting to consider the modified Amendment not be necessary; THAT Official Plan Amendment No. 56 be forwarded to the Ministry of Municipal Affairs, and the Ministry be requested to forward the Amendment to the Ontario Municipal Board by January 14, 1994 so that the matter may be joined to the Hearing scheduled to commence January 31, 1994; and THAT the Durham Region Planning Department, all interested parties listed in Report PD-158-93 and any delegation be advised of Council's decision. !'CARRIED" Resolution #GP A-660-93 Moved by Councillor Dreslinski, seconded by Councillor Hooper THAT Report PD-159-93 be received; and THAT the Region of Durham be advised that the Municipality of Clarington (former Town of Newcastle) objects to a further extension of draft approval for Subdivision 1ST .81008.
