THAT the minutes of a regular meeting of the General Purpose and
Administration Committee held on March 1, 1993, be approved.

Pursuant to Section 34, Subsection 12 of the P!anriing Act, the Town of
Newcastle Council, through its General Purpose and Administration
Committee, is holding a Public Meeting for the following applications:
(a) Proposed Zoning By-law Amendment - Part Lot 26, Concession 1, former
Township of Darlington - Tomina; and
(b) Proposed Official Plan Amendment - Municipal Housing Statement _
Town of Newcastle.

PUBLIC MEETING CONT'D.
Before proceeding with this matter, the Chairman asked the Deputy Clerk to
advise on the manner of notice.
The Deputy Clerk advised that public notices for the rezoning application
were sent by fll"st class mail on or before February 12, 1993 to all property
owners within 120 metres of the subject property in accordance with the
latest municipal assessment record. In addition, notices were also posted on
the sites prior to February 12, 1993. This notice procedure is in compliance
with Ontario Regulation 404/83.
Public notices for the OffJcial Plan Amendment Application were placed in
local newspapers on or before February 3, 1993. This notice procedure is in
compliance with Ontario Regulation 402/83.
The Chairman annoWlCed that all persons wishing further notice of the
passage of the by-law should leave their name, address and telephone number
with the Clerk's Department.
The Chairman announced that the Director of P!anriing and Development
would describe the purpose and effect of the proposed amendments, then the
objectors would be heard, followed by the supporters and the applicants.
(a) Town of Newcastle - Report PD-45-93 - the purpose and effect of this
amendment is to incorporate policies into the Official Plan of the Town
of Newcastle which will encourage the creation of an adequate and
accessible supply of housing that is affordable for all present and future
residents of the Town.
Noone spoke in opposition to or in support of this application.
(b) Tomina - Report PD-46-93 - the purpose and effect of this amendment is
to permit the establishment of a driving raogelputting course and batting
cage area in addition to the existing residential use.

Henry Kortekaas, Henry Kortekaas & Associates, 82 Sherwood Road
East, Ajax, LIT 2Z2 - appeared with Mrs. G. Tomina to elaborate on this
proposal. He advised that the establishment of a driving raogelputting
course and batting cage is a new concept which will incorporate water
features, wildflowers and heavy plantings rather than the traditional
"concrete" mini-putt establishments. He displayed an artist's rendering
of the project and noted that the driving range will include targets and
netting. There will be 15 hatting cages and the maximum proposed
number of parking spaces will be 156. The existing structures will be
used as snack bars and a geo-technical study indicates that the existing
water supply and sewage system will not be adversely affected. The
proposed entrance to this establishment is from Hancock Road. Mr.
Kortekaas is willing to liaise with Town staff and adhere to all of the
Town's requirements.

Committee with respect to Report PD-49-94. He advised that, when
this property was purchased, he was not made aware of the Ministry of
Transportation's requirement that the minimum frontage for a
Commercial Entrance Permit is 31.5 metres.
(a) Ken Pappas, 16 Belinda Square, Scarborougb, MIW 3M2 - concurred
with Mr. Bilissis' remarks and requested clarification from the
Committee regarding the process.
(c) David Baffa, Tunney Plannu,g. 340 Byron Street South, Whitby,
LlN 4P8 - appeared on behalf of John Davies, Markborough Properties
Inc. with respect to Report PD-50-93 and advised that Markborough
Properties Inc. is monitoring the process of Amendment #40 to the
Town of Newcastle Official Plan. He was present to answer questions
from the Committee.

passed and the amendment be forwarded to the Ministry of Municipal Affairs;

receipt of all outstanding comments; and

THAT Report WD-1l-93 be received;
THAT the Director of Public Works be authorized, FORTHWITH to issue a
'Final Notification Letter' to Newcastle Meadows Inc., and their surety,
stating a completion deadline of April 30, 1993, for all outstanding works;
THAT upon expiration of the aforementioned deadline, the developer's Letter
of Credit be drawn down, in the full amount;
THAT the Director be authorized to expend said monies pursuant to all
obligations incurred or to be incurred by the Corporation of the Town of
Newcastle in accordance with the Subdivision Agreement between Newcastle
Meadows Inc., and the Corporation of the Town of Newcastle; and

WHEREAS the residents of the Hamlet of Maple Grove West drive to the
south west end of Courtice to pick up parcels and registered mail;
NOW THEREFORE BE IT RESOLVED THAT the Council of the
Corporation of the Town of Newcastle requests Canada Post to review this
situation with a view to all Maple Grove residents retrieving parcels and
registered letters at the Bowmanville Post Ofllce.
