Purpose and Administration Committee held on
Friday, March 5, 1993 at 9:30 am.

Director of Community Services, J. Caruana (Attended the meeting from
11:40 am. until 1:00 p.m.)
Fire Chief, M. Creighton (Attended the meeting from 1:30 p.m. until
2:45 p.m.)
Director of Public Works, W. Evans (Attended the meeting until 11:25 am.)
Treasurer, M. Marano
Director of P!anriing and Development, F. Wu (Attended the meeting from
2:45 p.m. until 3:30 p_m.)
Town Clerk, P. Barrie
Mayor Hamre chaired the meeting during the absence of Councillor O'Toole.
Resolution #GPA-119-93
Moved by Councillor Hooper, seconded by Councillor Novak
THAT Report TR-21-93 be received for information;
THAT the 1993 Capita! Budget (Schedule #1 to Report TR-21-93) and the
1993 Current Budget (Schedule #2 to Report TR-21-93) be approved, as
outlined in Report TR-21-93;
THAT the Executive Summary provided as Schedule #3 to Report TR-21-93
be received for information; and
THAT the Four Year Forecast be endorsed in principle.

Mayor Hamre advised of the schedule set out for the budget meetings.
The Chief Administrative Officer gave a brief overview of the 1993 Capita!
and Current Budget. The Treasurer reviewed the Executive Summary
(Schedule #3 to Report TR-21-93) with the members of the Committee.
The Director of Public Works reviewed his 1993 Capita! and Current Budget
Submissions.
Councillor Hannah made a declaration of interest with respect to the Road
Construction Turning Tee, Phair Avenue, Account #7205-93001-)(, Public
Works Capita! Budget (Page 34) and refrained from discuasion and voting on
this section of the budget. He indicated that he resides on Phair Avenue.
Councillor O'Toole assumed the Chair.
The Director of Community Services gave a detailed overview of his 1993
Capita! and Current Budget submissions.

Moved by Councillor Hooper, seconded by Mayor Hamre
THAT the Director of Community Services be directed to investigate the
possibility of contracting out all horticultural and summer work carried out by
the department; and
THAT no funds be expended in these areas until such time as the Committee
has reviewed this report.

The Fire Chief reviewed his 1993 Capita! and Current Budget submissions for
the information of the Committee.
The Director of P!anriing and Development gave an overview of his 1993
Capita! and Current Budget submissions, followed by the Clerk and the
Treasurer.

THAT the Treasurer be directed to allocate $1.5 million toward the Courtice
Community Centre, with no impact on the tax levy.

THAT the Chief Administrative Officer and the Treasurer review all budget
documents and submit final budget documentation reflecting a 0% or less
increase on the tax levy.
