Resolution #GP A-I-93 Moved by Councillor Jf AnnA h, seconded by Councillor Hooper THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on December 7, 1992, be approved. "CARRIED" Pursuant to Section 34, Subsection 12 of the P!anriing Act, the Town of Newcastle Council, through its General Purpose and Administration Committee, is holding a Public Meeting for the following Rezoning Applications: ,-.' .-/ .~ =-- I) G.P.& A Minutes - 2 - January 4, 1993 PUBLIC MEETING CONT'D. (b) Proposed Zoning By-law Amendment - Part Lot 10, Concession 2, former Town of Bowmanville - Neale McLean; and (c) Proposed Zoning By-law Amendment - Part Lot 31, Concession 2, former Township of Clarke - Robert Edward Green. Pursuant to Section 17(2) and Section 21(1) of the P!anriing Act, the Town is also holding a Public Meeting for the following Official Plan Amendment Application: (a) Proposed Official Plan Amendment - Part Lots 15 & 16, Concession 1, former Town of Bowmanville - Martin Road Holdings. Before proceeding with this matter, the Chairman asked the Clerk to advise on the manner of notice. The Clerk advised that public notices for the rezoning applications were sent by fll"st class mail on or before December 4, 1992 to all property owners within 120 metres of the subject property in accordance with the latest municipal assessment record. In addition, notices were also posted on the sites prior to December 4, 1992. This notice procedure is in compliance with Ontario Regulation 404/83. Public notice for the Ofllcial Plan Amendment application was placed in local newspapers on or before December 2, 1992. In addition, notice was also posted on the site prior to December 2, 1992. Chairman announced that all persons wishing further notice of the passage of the by-laws should leave their name, address and telephone number with the Clerk's Department before they leave. The Chairman announced that the Director of P!anriing and Development would describe the purpose and effect of the proposed amendment, then the objectors would be heard, followed by the supporters and the applicant. (a) Martin Road Holdings - Report PD-I-93 - the purpose and effect ofthis application is to introduce a "Local Central Area" symbol having a maximum 1200 m2 of retail commercial floor space and 650 m2 of day care floor space. /~i; Mrs. L Vanderlrooi, 46 Martin Road, Bowmanville, LlC 3K7, questioned the Committee with respect to the height of the proposed buildings and whether access would be made available to the site from Highway 57. Mrs. Vanderkooi requested that privacy fencing be erected between the subject property and Highway 57. No one spoke in support of this application. Kelvin Whalen, The Kaitlin Group Ltd, 1020 McNJCOIl Ave., Scarborough, MIW 3W6, appeared before Committee on behalf of the applicant, Martin Road Holdings. He indicated that through discussions with the Regional Municipality of Durham it has been determined that access may be available to the site from Highway 57. He also indicated that the building will be single storey construction. . . - G.P.& A Minutes - 3 - January 4,1993 PUBLIC MEETINGS CONT'D. (b) Neale McLean - Report PD-2-93 - the purpose and effect ofthis application is to implement a fourteen (14) lot Draft Plan of Subdivision. No one spoke in objection to or in support of the proposed zoning by-law amendment. Mr. Bob Martindale, The Greer Galloway Group, 1415 King 8t. East, Courtice, LIE 286, appeared on behalf of the applicant and raised concerns with respect to Section 9.2 of Report PD-2-93 which states that cul-de-sacs should not be allowed in future subdivision proposals due to snow storage and equipment movement problems. Mr. Martindale stated that he wishes the opportunity to review this item with Staff prior to a further report coming back to the General Purpose and Administration Committee. (c) Robert Edward Green - Report PD-3-93 - the purpose and effect of this application is to permit the establishment of a veterinarian clinic. No one spoke in objection to or in support of the proposed zoning by-law amendment. Dr. Robert Edward Green appeared before Committee and advised that, for the last two years, he has worked with Dr. Higginson, another veterinarian in Town. He wishes to establish the proposed veteranarian clinic in the Village of Newcastle so that in future he can practice on small animals. He indicated that there are no other verterinarian clinics in Newcastle Village and it is not his intent to house animals overnight other than the occasional instance when a sick animal may require overnight treatment. DELEGATIONS (a) Kelvin Whalen, 1029 McNlCOll Ave~ Scarborough, MIW 3W6 - addressed Committee earlier in the meeting. (b) YVOIIlll! Hamlin, Goodman & Carr, 8uite 2300, 200 King 8t. W., Toronto, - appeared before Committee on behalf of Victoria Woods, the purchaser of lots in Newcastle Village. Ms. Hamlin indicated that, prior to purchasing these lots, inquiries were made of the Town which indicated the Subdivision Agreement and Letters of Credit were in good standing. Presently ten houses have been built and three or four offers to purchase have been entered into. The builder has now been advised that the agreement is not in good standing and sufficient funds are not available to complete the necessary works. Ms. Hamlin requested that the Town review its position as Victoria Woods requires clearance letters for these lots. (c) Skip Ambrose, 800 Colooel Sam Dr., Oshawa - addressed Committee with respect to a proposed composting facility located on a site which he has owned for 23 years on the boundary of Scugog Township and the Town of Newcastle. He stated that he proposes to collect leaf and yard waste with future capacity to address other compostables. He does not, however, intend to compost construction materials. Mr. Ambrose questioned whether he has the support of the Town of Newcastle to proceed with his application. . .. -~ -- G.P.& A Minutes -4- January 4, 1993 DELEGATIONS CONT'D. Ian 'M........h General U_a_ KaWBrtba RPginn Conservation Authority ~ ~....., , Kenrei Park Road, R.R. #1, Lindsay, K9V 4R1- addressed Committee with respect to the construction of a new Conservation Authority Office Building and their 1993 budget. Mr. Macnab indicated that since 1980 the Authority has been renting 1,000 sq. ft. of office space in Fenelon Falls. However, a decision was recently made to go ahead with a new office facility. After looking at various alternatives, the building of a new facility on the Authority's property north of Lindsay was decided to be the best option. The construction of the office and a small out-building has added no additional burden to the municipal levy. For 1993 it is anticipated that Provincial funding will increase slightly (2.3%) but will remain below the 1991 level. The Authority generated revenue is expected to decrease by 16.9% in 1993 compared to 1992. The result of the lower Authority revenue and minimal change in Provincial funding means that the municipal levy must increase by 6% in 1993 to support a minimal budgetary increase of 1.6% over 1992 or 0.7% over 1991. Cathy Ferguson and Deb Butson, 4'195 Trulls Road, Hampton, LOB lJO - appeared before Committee in opposition to the recommendations contained in Report PD-6-93. They requested that, if the Town of Newcastle is not prepared to place a crossing guard in front of Mitchell Comers Public School, that more predominant signs be placed in the area of the school and that lines be painted on the road. (g) Mavis Carlton, Port Darlington Community ~on, Group 2, Box 14, R.R. #2, Bowmanville, LlC 3Ka - addressed Committee in support of the recommendations contained in Report PD-7-93.
