Mayor Hamre congratulated Members of Council on their re-election to Municipal Office and extended words of appreciation to Councillor Elliott who will end his term as Regional Counci Ilor. Resolution #GPA-668-94 Moved by Councillor O'Toole, seconded by Councillor Hannah THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on October 17, 1994, be approved. "CARRIED" Pursuant to Section 34, Subsection 12 of the Planning Act, the Municipality of Clarington Council, through its General Purpose and Administration Committee, is holding a Public Meeting for the following Applications: (a) Rezoning Application - Part Lotl1, Broken Front Concession, former Town of Bowmanville - Oswenda Investments Ltd. (b) Proposed Plan of Subdivision and Rezoning Application - Part Lot 31, Concession 2, Former Township of Darlington - Alexandris Investments Ltd. . . . G.P.& A. Minutes - 2- November 21, 1994 PUBLIC MEETINGS CONT'D Before proceeding with this matter, the Chairman asked the Deputy Clerk to advise on the manner of notice. The Deputy Clerk advised that public notices for the Rezoning Applications were sent by first class mail on or before October 21,1994 to all property owners within 120 metres of the subject properties in accordance to the latest municipal assessment record. In addition, notices were also posted on sites prior to October 21,1994. This notice procedure is in compliance to Ontario Regulation 404/83. The Chairman announced that the Director of Planning and Development would describe the purpose and effect of the proposed appl ications, then the objectors would be heard, followed by the supporters and the applicant. (a) Report PD-132-94 - Oswenda Investments Ltd. - the purpose and effect of the rezoning application is to permit a reduction in the width of a parking space stall and permit the development of a 886.78 square metre commercial plaza. Roger Ovenden, 94 Baseline Road West, Bowmanville, L1C lA6 - expressed opposition to the proposed plaza stating that the existing flow of traffic on Baseline Road is too fast and too congested. He also expressed concerns pertaining to traffic entering and exiting the parking lot. Joe Duesbury, 122 Duke Street, Bowmanville, L lC 2W2 - verbalized opposition to the application because it might be a future hangout for teenagers, generate garbage which wi II end up on his lawn and create traffic safety hazards. Evelyn Stroud, 89 Little Avenue, Bowmanville, L lC lJ9 - requested clarification pertaining to the nature of the request and stated her preference for the Committee's approval of reducing the number of parking spaces required rather then the size of the parking spaces. No one spoke in support of this application. The applicant was present to answer questions from the Committee. (b) Report PD-133-94 - Alexandris Investments Ltd. - the purpose and effect of the application is to implement the development of a Plan of Subdivision consisting of 16 single family dwellings, 24 semi-detached units and 23 townhouse units. Alex Voois, 2304 Trulls Road South, Courtice, L 1E 2N2 - stated that he is not opposed to the application but is concerned about traffic speeding on Trulls Road during morning rush hour, the quality of his well water being protected and the installation of a fence to protect his privacy and his green house business. He advised that he is interested in developing his land. 202 . . . G.P.& A. Minutes - 3- November 21, 1994 PUBLIC MEETINGS CONT'D DELEGATIONS Patricia Greene, 2386 Trulls Road South, Courtice, L 1E 2N2 - advised that, although she does not object to this proposal, she is concerned that the approval of the application might negatively impact her property. The previous construction of 21 houses on Yorkville Road generated construction debris being pushed onto her property and drainage problems occurring because the elevation of these homes is higher then that of her property. She advised that she has never experienced problems with the quality and quantity of her well water and requested assurance from Members of the Committee that her well would not be adversely affected. She expressed an interest in developing her land. No one spoke in support of this application. Said Mneimne, Masongsong-Atkari Engineering Limited, 9078 Lesley Street, Unit 4, Richmond Hill, L4B 3L8 - advised that the subdivision wi II be serviced by municipal water and that engineering and grading plans are being undertaken by the developer. The Chairman announced that all persons wishing further notice when these applications are to be dealt with by the Committee in subsequent meetings, should leave their name and address with the Clerk's Department. Resolution #GPA-669-94 Moved by Councillor Hannah, seconded by Councillor Novak THAT the order of the Agenda be altered to hear the delegation of Mr. John Stezik at this time. "CARRIED" (a) John Stezik, 125 Glenabbey Drive, Courtice, L 1E 2B7 - advised that he distributed copies of the Addendum No.1 to Report WD-3-94 to the residents of the area and thanked Members of Staff for organizing the meeting. He expressed support for the recommendations contained in Addendum No.1 to Report WD-3-94 and requested Members of the Committee to approve these recommendations. Concession, Former Town of Bowmanville D14.DEV.94.046 Resolution #GPA-670-94 Moved by Councillor Dreslinski, seconded by Councillor Hannah THAT Report PD-132-94 be received; THAT the application to amend Comprehensive Zoning By-law 84-63, as amended, of the former Town of Newcastle submitted by Oswenda Investments Limited be referred back to Staff for further processing; and 2'J3 . . . "CARRIED" The meeting reconvened at 10:35 a.m. (a) Zigmond Domaratzki, Director General of Reactor Regulation, Atomic Energy Control Board, P.O. Box 104&, Station 8, 280 Slater Street, Ottawa Kl P SS9 accompanied by Mel Grandame, Senior Project Officer, Pickering and Hugh J.M. Spence, Chief, Office of Public Information, Ottawa - advised that the Atomic Energy Control Board is an entity which was set up by Parliament in 1946 and is the oldest independent regulator in the world independent of industry and government. The organization consists of a 5 member board and a staff of approximately 400, 150 of whom are scientists and engineers who are devoted to reactor safety. The Atomic Energy Control Board reviews proposals, can amend or suspend licences, enforces regulations and initiates prosecution at times. Annual reports on each new nuclear power plant are prepared each year and available for public review. He advised that the Atomic Energy Control Board will prepare a point by point response to the document initiated by the Durham Nuclear Awareness Group pertaining to their request for a public review of the relicensing of Ontario Hydro's Pickering "A" and "B" Nuclear Generating Stations. This document will be made available in early December. (b) Dave Martin, Durham Nuclear Awareness, Box 2331, Oshawa, L1H 7V& _ circulated a document entitled "Request for a Public Review of the Re- licensing of Ontario Hydro Pickering A and B Nuclear Generating Stations". He delved into a number of significant changes since the renewal of the Pickering Nuclear Generating Station Licence in 1992. These issues include: _ possible mitigation measures that would be required in the event that the Province of Ontario tightens the standards for tritium levels in drinking water; - the increased earthquake risk in the Pickering area; - the 1993 AECB decision to allow Pickering A Nuclear Generating Station to continue to operate without a second fast shutdown system; _ the obstruction by Ontario Hydro of improvements to the Emergency Planning System; 2 D 5 . . . CLERK'S DEPARTMENT - the adequacy of ongoing maintenance and capital expenditures given the financial pressure on Ontario Hydro and the recent decisions by Ontario to make cutbacks. He advised of a resolution passed by the Council of Pickering on October 3,1994 calling for a public review of the relicensing of the Pickering Nuclear Station and requested Members of the Committee to support this request for a review.
