MUNICIPALITY OF CLARINGTON General Purpose & Administration Committee June 22, 1994 ROLL CALL Present Were: Absent: Also Present: PUBLIC MEETING Minutes of a Special Meeting of the General Purpose and Administration Committee held on Wednesday, June 22, 1994 at 7:00 p.m., in the Newcastle Village Community Hall Acting Mayor J. Stockwell (At 8:30 p.m.) Director of Planning and Development, F. Wu Deputy Clerk, M. Knight Acting Mayor J. O'Toole chaired the meeting. Pursuant to Section 17 of the Planning Act, the Municipality of Clarington Council, through its General Purpose and Administration Committee, is holding a Public Meeting with respect to the Clarington Draft Official Plan. Before proceeding with this matter, the Chairman asked the Deputy Clerk to advise on the manner of notice. The Deputy Clerk advised that public notices with respect to the Clarington Draft Official Plan, were placed in the following newspapers: Courtice News, Clarington This Week, Canadian Statesman and the Orono Times, during the weeks of May 18, 25 and June 1, 1994. This notice procedure is in compliance with Ontario Regulation 402183. The Chairman announced that the Director of Planning and Development would make a brief presentation of the Clarington Draft Official Plan. Li4 . . . Special G.P.& A. Minutes DELEGATIONS - 2 - June 22, 1992 The Director of Planning and Development gave a slide presentation which higWighted the following; Official Plan Review Process Public Consultation Process - Household Survey Draft Official Plan - Challenge and Constraints Plan Frameworks Strategic Directions - Environmental and Resource Management Urban Growth Management (Map) Strategic Directions - Housing Strategic Policies - Economic Development Heritage Conservation Land Use Policies - Residential Neighbourhood - Central Areas - Employment Areas - Rural Settlement Areas - Agricultural Areas (Map) - Green Space System (Map) - Aggregate Resources (Map) Special Policy Areas Special Study Areas West Side Creek Marsh (St. Mary's Cement Property) Infrastructure Policies - Transportation System Infrastructures and Service Policies - Park and Community Facilities Implementation - Six Major Implementation Tools Where do we go from here? The Director of Planning and Development advised that submissions pertaining to the Draft Official Plan will be received from members of the public until October 30, 1994. Katherine Guiselle on behalf of S.A.GA., 45 Connaught Street, Oshawa, L1G 2H1, articulated praise for the emphasis which has been placed on the preservation of the ecosystems in the Clarington Draft Official Plan. She advised that S.A.G.A will be presenting a written report containing its recommendations in the near future. She referred to paragraph 4.3.4 of the Draft Official Plan and requested that all natural systems, not just water, be included in the preparation of the Watershed Plans. She is opposed to the approval of any new country subdivision. She noted one concern pertaining to the clarity of the contents pertaining to the Regional Node around the Kirby Ski Club area and Nodes within the Oak Ridges Moraine. She also requested clarification as to what constitutes the Ganaraska Headwater area. LIS . . . DELEGATIONS Special G.P.& A. Minutes June 22, 1994 - 3- Ed Van Haverbeke, 3377 Highway #2, Newcastle, L1B 1L9, expressed support for the contents of the Clarington Draft Official Plan, however, he noted two concerns: 1) Provisions should be made to locate the "Medium Density" symbols closer to the downtown area so that people living in apartment buildings would be within walking distance of the downtown core and support the local trade rather than driving to another municipality to shop. 2) In his opinion, the configuration of the downtown core should be enlarged to allow for commercial development without affecting existing commercial properties. He advised Members of the Committee that he will be putting his personal concerns in writing at a later date. Diana Grandfield, Chairman, L.A.C.A.C., 631 Mill Street South, Newcastle, LlB tC1, expressed support for the contents of the Clarington Draft Official Plan and the emphasis placed on the preservation of heritage properties. As a Newcastle Villager, she requested that the ideal residential assessment ratio take place on a graduated process. Ronni Zolumoff, 151 Cedar Crest Beach Road, Bowmanville, L1C 3K3, advised Members of the Committee that, when she purchased her home which backs onto the West Side Creek Marsh, in 1993, she was told that St. Mary's Cement would only be extracting from this marsh during Phase 3 of their project. Since St. Mary's Cement is now in Phase I, this, in her estimation, meant that this would not happen for 40 years. She expressed strong opposition to St. Mary's Cement changing the order of their phases because the extraction from the West Side Creek Marsh will totally devalue her home and eliminate her quality of life. Henry Eikens, 4740 Main STreet, Orono, LOB 1MO, requested clarification pertaining to the alignment of the proposed Highway 407. In his opinion, if the alignment of Highway 407 remains at Hancock Road, the Municipality will have a highway which goes nowhere. Roy Forrester, 6 Mill Lane, Newcastle, expressed concerns pertaining to the following: 1) Paragraph 2.3( e) of the Clarington Draft Official Plan does not address how the municipality will arrive at an ideal industrial/residential ratio. 2) More industry being located in the Municipality would enhance the quality of life of people who are now leaving for work at 6:00 a.m. and arriving home at 7:00 p.m., because they must commute to work. 3) Aggregate extraction should be protected in the Leskard area. Minutes DELEGATIONS ADJOURNMENT - 4- June 22, 1994 4) The Municipality should concentrate on the environmental issues pertaining to Bowmanville Creek, Soper Creek and Wilmot Creek as the whole of all of these are contained in this Municipality. 5) Consideration should be given to locating some industrial land on the east side of Highway 115. Mr. Forrester concluded his presentation by saying that residents of the Municipality of Clarington should be given the option to live, work and play in their community. George Leaver, R.R. #2, Bobcaygeon, KOM lAO, advised that he lived in Bowmanville for 16 years and owns a 50 acre parcel of land, the legal description of which is Lot 14, Concession 3, former Township of Darlington. It would appear that the Clarington Draft Official Plan has designated half of his property as "Major Open Space" and he strongly objects to this designation. Rick Donald, Oshawa Ski Club, 314 Lorindale Drive, Oshawa, L1H 6X4, requested clarification pertaining to the Regional Nodes and questioned where the Oshawa Ski Club fits in this plan. Kelvin Whalen, The Kaitlin Group, 1029 McNicbolAvenue, Scarborough, MIW 3W9, has been involved with the development of the west end of Bowmanville for approximately three years. He stated that he is pleased with the recognition given to their lands along Highway #2 and will be liaising with members of staff in the future. Tracy Howe, 1 Grady Drive, Newcastle, L1B 1J1, requested clarification and justification for the proposed future crossing of Foster Creek.
