Mayor Hamre requested that one minute of silence be observed on this day, the 50th anniversary of D-Day, to commemorate and honour the courage of thousands who fought to secure the freedom of millions. LUI . . . G.P.& A Minutes - 2- June 6,1994 PUBLICMEETINGSCONT'D PRESENTATION Before proceeding with this matter, the Chairman asked the Deputy Clerk to advise on the manner of notice. The Deputy Clerk advised that public notice for the rezoning application was sent by first class mail on or before May 6, 1994, to all property owners within 120 metres of the subject property in accordance with the latest municipal assessment record. This notice procedure is in compliance with Ontario Regulation 404/83. The Chairman announced that the Director of Planning and Development would describe the purpose and effect of the proposed amendment, then the objectors would be heard, followed by the supporters and the applicant. (a) Report PD-58-94 - Municipality of Clarington - the purpose and effect of the application is to rezone the lands in question from "Residential Hamlet (RH)" to "Agricultural Exception (A-1)" to reflect an Ontario Municipal Board decision to uphold the revised Hamlet boundary. Draft for Public Consultation Ron Christie advised that the draft of the Oak Ridges Moraine Area is Phase III of a four phase project which will be submitted to the Province of Ontario in August/September. The draft is a joint venture of the Citizens' Advisory Committee and the Technical Working Committee. Mr. Christie introduced Mr. Frederick Johnson who gave a slide presentation and explained that the Oak Ridges Moraine was formed during the ice age between two lobes of glacial ice and starts in Orangeville to the west with a length of approximately 100 miles through to the Trent River Valley to the east. He informed Members of the Committee that the draft strategy concentrated on the Greater Toronto Area only. The following slides were displayed: - What is the Oak Ridges Moraine? - Essential Ecological Value - What do we Want to Accomplish? - The Three Natural Systems - The Natural Heritage System (pertinent map) - The Natural Core Areas - The Water Resource System (pertinent map) . Land Form Conservation System (pertinent map) - Management of Ecological Land - Land and Resource use Policies - Formalization of the Oak Ridges Moraine Strategy - Establishment of Implementation Body Mr. Johnson emphasized that this draft is an environmental plan. id2 . . . G.P.& A Minutes DELEGATIONS - 3 - June 6,1994 (a) Kathy Guse11e, on bebalf of SAGA, 45 Omrun1gJd Street, Oshawa, L1G 2H1 - advised that Members of SAGA were pleased with the representation of a broad spectrum of participants who took part in the Oak Ridges Moraine Area Strategy for the Greater Toronto Area She advised that SAGA will be submitting their comments mid July. She requested the following: - Council's support of SAGA's position that aggregate extraction should not be allowed - in the boundary issue, "note to reader" SAGA would like to see the optional area included as part of the report - SAGA requested that the further identiflClition of the vista located north of Kendal be included as part of the mapping - that the agricultural view point be recognized as a commenting and implementing body. (b) Sharon Broersma and Don Br~.....a, 2907 ~nn Road 8, Bowmanvi11e, LIC 3K6 - circulated documentation dated June 6, 1994 entitled "Roadside ill" and included the following: - a copy of a picture of a house number painted on a curb, - a letter from the Mayor of the Corporation of the City of Peterborough expressing support of the painting of house numbers on curbs, - a letter of support from the Welland Fire Department and from the WellandlPelham Meals on Wheels. She requested Council's support of the painting of house numbers on curbs by her brother and herself and other students to create employment in the municipality. The fee of $9.00 would be charged to each homeowner. (c) Denis Schmiegelow, H"lgJolanrl Creek Sand and Gravel, P.O. Box 338, Piclrering, LIV 2R6 - a resident of the municipality for 20 years, Mr. Schmiegelow expressed support for the recommendations for denial contained in Report PD-59-94. He advised that residential use is not compatible with the aggregate extraction which has been in place for some 24 years. (d) Mark Foley, 319 CoIlege Avenue, Osbawa, L1H 7KB - requested Council's support to allow the applicant to construct a single family dwelling on a lot having a frontage of 13.98 metres rather than the required 15 metres because it does not compromise the integrity of future development, does not adversely affect the existing sanitary sewers and lighting and would allow the applicant to proceed with the construction of his home now. ~LJ) . . .
