Resolution #GPA-69-94 Moved by Councillor Novak, seconded by Councillor Dreslinski THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on February 7, 1994, be approved "CARRIED" Pursuant to Section 34, Subsection 12 of the Planning Act, the Municipality of CIarington Council, through its General Purpose and Administration Committee, is holding a Public Meeting for the following Rezoning Applications: (a) Proposed Zoning By-law Amendment - Part Lot 10, Concession 1, former Town of Bowmanville - D.G. Biddle and Associates on behalf of W. E. Roth Construction Ltd.; and (b) Proposed Zoning By-law Amendment - Part Lot 24, Concession 2, former Township of Darlington - Wayne Chaskavich. Before proceeding with this matter, the Chairman asked the Deputy Clerk to advise on the manner of notice. LOJ . . . G.P.& A Minutes - 2- February 21, 1994 PUBLIC MEETINGS CONT'D. DELEGATIONS The Deputy Clerk advised that public notices for the rezoning applications were sent by fIrst class mail on or before January 21, 1994 to all property owners within 120 metres of the subject properties in accordance with the latest municipal assessment record In addition, notices were also posted on sites prior to January 21, 1994. This notice procedure is in compliance to Ontario Regulation 404/83. The Chairman announced that all persons who wish further notice of the passage of the by-laws should leave their name, address and telephone number with the Clerk's Department. The Chairmao announced that the Director of Planning and Development would describe the purpose and effect of the proposed amendments, then the objectors would be heard, followed by the supporters and the applicant. (a) Report PD-15-94 - D. G. Biddle and Associates on behalf of W.E. Roth Construction Ltd. - the purpose and effect of the application is to permit the development of a parkiog area to be used in conjunction with the lands zoned commercially at 196 King Street East. Noone spoke in opposition to or in support of this application. The applicant's representative was present but did not wish to address Members of the Committee. (b) Report PD-16-94 - Wayne Chaskavich - the purpose and effect of the application is to permit the development of one (1) additional single family dwel1ing lot. Noone spoke in opposition to or in support of this application. Wayne Chaskavich, 61 Prospect Avenue, Bowmanville, L1C 3G9, was present to answer questions from the Committee and advised that his neighbours are not opposed to this application. (a) Norm KieI, Detox Environmental Ltd., P_O. Box 458, bowmanville, LlC 3Z2 - re: Report PD-20-94 - advised that the application for a certificate of approval for a Waste Disposal Site has been revised to remove the "waste processing" component from the application. Detox's application will now be limited to a waste transfer function. This was done to simplifY the technical aspects of the operation and to satisfy the neighbours' concerns. (b) Nyhl Sb-....11, Ladies Anlliliary, Royal C.....RmRn IPgin'J, 109 King Street East, Bowmanville, L1C 1N5 - advised that the Ladies Auxiliary operates a small bingo and they fmd it very difficult to compete with the larger organizations. The increase of the bingo licensing fee from 2% to 3% will create an extra financia1 hardship and she requested that the fee remain the same. i02 . . . Roth Moved by Councillor Hooper, seconded by Councillor Dreslinski Construction D14.DEV.89.05 THAT Report PD-15-94 be received; Rezoning Application Wayne Chaskavich D14.DEV.93.005 Rental Housing Protection Act, 1989 Request for Conversion of a Rental Property to a Condominium D07.GE THAT the application to amend the Comprehensive Zoning By-law 84-63 of the former Town of Newcastle, as amended, submitted by D.G. Biddle and Associates on behalf of W.E. Roth Construction Limited be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT the Durham Region Planning Department, all interested parties listed in Report PD-15-94 and any delegation be advised of Council's decision. Resolution #GPA-71-94 Moved by Councillor Novak, seconded by Councillor O'Toole THAT Report PD-16-94 be received; THAT the revised application to amend Comprehensive Zoning By-law 84-63 of the former Town of Newcastle, as amended, submitted by Wayne Chaskavich be referred back to staff for further processing; and THAT the interested parties listed in Report PD-15-94 and any delegation be advised of Council's decision. Monitoring of the Decisions of the Committee of Adjustment D13.CO Proposed Amendment to Comprehensive Zoning By-law in Order to Permit Sales and Rental of Boats at Motor Vehicle Sales Establishments Resolution #GPA-73-94 Moved by Councillor Hooper, seconded by Councillor O'Toole THAT Report PD-18-94 be received; THAT Council concur with the decisions of the Committee of Adjustment made on February 3, 1994; and THAT Staff be authorized to appear before the Ontario Municipal Board to defend the decisions of the Committee of Adjustment in the event of an appeal. rrCARRIED" Resolution #GPA-74-94 Moved by Councillor Hooper, seconded by Councillor Dreslinski THAT Report PD-19-94 be received; THAT the application to amend Comprehensive Zoning By-law 84-63 of the former Town of Newcastle, as amended, to permit the sale and rental of boats and boat accessories at Motor Vehicle Sales Establishments be approved; THAT the amending by-law attached to Report PD-19-94 be forwarded to Council for approval; and THAT a copy of Council's decision be forwarded to the interested parties listed in Report PD-19-94. Resolution #GPA-77-94 Moved by Councillor Dreslinski, seconded by Councillor O'Toole THAT Report CD-5-94 be received; THAT the By-law attached to Report CD-5-94 be forwarded to Council for approval; THAT, effective June 1, 1994, the Lottery Licensing fees be increased to 3% of the total value of the prizes awarded; and THAT Durham Regional Police Service and organizations presently licensed by the Municipality be advised of Council's decision. A SiIgailis, Commissioner of Works, Region of Durham be advised that Clarington will not be collecting grass clippings in 1994 and that CIarington will participate with the Region in fully promoting the benefits of grass recycling.
