THAT the minutes of a regular meeting of the General Purpose and
Administration Committee held on December 5, 1993, be afJproved.

There was no public meeting scheduled on this date.
(a) John Stem:, 125 Glenabbey Drive. Court.iee, LlE 2B7, re: Report
WD-3-94 - referred to his previous delegation at the Council meeting of
December 13, 1993 and a petition signed by the residents of Glenabbey
Drive, dated December 7, 1993. He advised that he and the residents of
Glenabbey Drive are dissatisfied with the contents of Report WD-3-94 for
the following reasons:

the report recommends only one course of action;
the Neighbourhood Speed Watch Program has not been adequately
detailed and its effectiveness has not been analyzed;
the recommendation for police participation is in conflict with Premier
Bob Rae's Social Contract in that police officers have higher priorities;
the suggested participation by the residents shifts responsibility from the
municipality;
traffic statistics were only collected on a one-time basis;
G1enabbey Drive is being used as an arterial road and the installation of
all-way stops has been denied; and
there has been no in-put from a traffic expert.
He summarized by stating that the recommendations contained in Report
WD-3-94 are unacceptable and the report should be referred back to staff
to review and recommend several alternatives.

WD-3-94 - was called but was not present. Mr. John Stezik appeared on
his behalf and apologized for Mr. Fleming's absence due to work
commitments.

THAT Report PD-1-94 be received;
THAT the rezoning application, to amend the Comprehensive Zoning
By-law 84-63, as amended, for the former Town of Newcastle, submitted by
the Kaitlin Group Ltd to permit 1200 m' of retail floor space and 650 m' of
floor area for a day care use be approved;
THAT the amending by-law attached to Report PD-1-94 be forwarded to
Council for approval;
THAT the "H" - Holding symbol in the amending by-law not be removed
until such time as the applicant has entered into a Site Plan Agreement
with the Municipality;
THAT a copy of Report PD-1-94 and Council's decision be forwarded to the
Region of Durham Planning Department; and
THAT the interested parties listed in Report PD-1-94 and any delegation be
advised of Council's decision.

THAT Report PD-2-94 be received;
THAT the application to amend the Comprehensive Zoning By-law 84-63, as
amended, of the former Town of Newcastle submitted by D.G. Biddle and
Associates on behalf of 290572 Ontario Limited requesting the removal of
the "Holding (H)" symbol from the subject lands within draft plan of
subdivision 18T-87092, being within part of Lot 29, Concession 2, former
Township of Darlington for part of Phase I be approved and the By-law
attached to Report PD-2-94 be forwarded to Council for approval;
THAT the interested parties listed in Report PD-2-94 and any delegation be
advised of Council's decision; and
THAT a copy of Report PD-2-94 and the amending by-law be forwarded to
the Region of Durham Planning Department.

Kiddicorp Investments Ltd requesting the transfer of 0.3 metre reserves
abutting Land Division Applications LD 73193 to LD 75/93 inclusive, shown
as Parts 6, 7 & 8 on Plan 4OR-15128 be approved;
THAT the by-law attached to Report PD-3-94 authorizing execution of the
Transfer of the 0.3 m reserves as described as Parts 6, 7 & 8 on Plan
4OR-15128 be approved;
THAT the Mayor and Clerk be authorized to execute the transfer of the
0.3 m reserves as described within the above Recommendation; and
THAT the registration of the transfer documentation be completed at the
expense of the owner.

concerns with Mr. John Stezik and the Durham Regional Police to
determine their willingness to participate in a Neighbourhood Speed Watch
Program and to discuss other concerns regarding traffIC on G1enabbey
Drive.

Municipal Involvement Resolution #GPA-14-94
in the Ontario Hydro
Strategy for Moved by Councillor O'Toole, seconded by Councillor Hooper
Sustainable Development
THAT Report ADMIN-1-94 be received;
THAT Ontario Hydro be advised that the Municipality of CIarington wishes
to participate in the discussions which will be scheduled for the purposes of
reviewing the strategy for sustainable development;
THAT the Acting Chief Administrative Officer, and/or the Director of
Public Works be authorized to attend the discussion meetings on behalf of
the Municipality of Clarington; and
THAT Ontario Hydro be provided a copy of Report ADMIN -1-94 in
response to Ontario Hydro's request for feedback on the proposed strategy.
