Resolution #GPA-169-96 Moved by Mayor Hamre, seconded by Councillor Hannah THAT Report TR-28-96 be received for information; THAT the 1996 Capital Budget (Schedule #1 to Report TR-28-96) and the 1996 Current Budget (Schedule #2 to Report TR-28-96), which includes the Executive Summary and External budgets, be approved, as outlined in Report TR-28-96; THAT the Four Year Capital Forecast be endorsed in principle; 201 . . . One (1) copy to remain at the Clerk's Office . Three (3) copies at the three (3) Library branches. "SEE FOLLOWING MOTIONS" Marie Marano, Treasurer, provided an overview of the 1996 Current and Capital budgets, noting a 0% increase for the Municipality, The Chief Administrative Officer provided an overview of the 1996 budget of the office of the Chief Administrative Officer, He indicated that discussion would need to take place regarding replacement of the Economic Development Officer and stated that the issue of hiring a Human Resource Officer must be addressed in the future. The Chief Administrative Officer answered questions from Members of the Committee pertaining to his budget. Craig Brown, Chairman, C1arington Library Board, was present with Stephanie Creighton and Cynthia Mearns, Chief Librarian, to present the 1996 Library budget to the Committee. Mr. Brown was pleased to announce that, in spite of a 20% decrease in provincial grants, the Library Board is presenting a decreased budget from that presented in 1995. Minutes - 3 - April 12, 1996 The Clerk reviewed the 1996 Current and Capital budget submissions for the Clerk's Department highlighting areas of concern. The Treasurer reviewed the 1996 budget submissions for the Finance Department as well as Unclassified Administration. She referred Committee to Attachment #2 of Report TR-28-96, Section B, pertaining to the Finance Department and the request to extend the hours of the part-time cashier in the tax department to a full-time position, Resolution #GPA-171-96 Moved by Mayor Hamre, seconded by Councillor Dreslinski THAT the request of the Treasurer to extend the hours of the part-time cashier in the tax department to that of a full-time cashier be approved. "SEE FOLLOWING MOTION" Resolution #GPA-172-96 Moved by Councillor Pingle, seconded by Councillor Scott THAT the foregoing Resolution #GPA-171-96 be tabled to allow for a separate report addressing this issue to be submitted to the General Purpose and Administration Committee, "CARRIED" The Fire Chief provided an overview of his 1996 Current and Capital budgets. Resolution #GPA-173-96 Moved by Mayor Hamre, seconded by Councillor Pingle THAT $6,000 be approved for the Junior Firefighting Program as identified in Attachment #2 to Report TR-28-96 "SEE FOLLOWING MOTION" Resolution #GPA-174-96 Moved by Councillor Scott, seconded by Councillor Pingle THAT the foregoing Resolution #GPA-173-96 be tabled until the results of the funding request for the Junior Firefighting Program are known. Minutes - 4- April 12, 1996 Resol ution #GPA-175-96 Moved by Mayor Hamre, seconded by Councillor Elliott THAT the Senior's Snow Clearing Program identified in Attachment #2 to Report TR-28-96 be tabled to the end of the entire budget process. "CARRIED" Resol ution #GPA-176-96 Moved by Councillor Elliott, seconded by Councillor Dreslinski THAT $50,000 be allocated to the Waterfront Trail Project from the Community Services Lot Levy Reserve Fund. "CARRIED" The Director of Community Services gave an overview of his department's 1996 Current and Capital budgets.
