Minutes of a special meeting of the General Purpose
and Administration Committee held on Friday,
August 9, 1996 at 9:30 a.m., in the Council Chambers.

This special meeting of the Committee was convened to address the interim report
and recommendation of the Clarington Restructuring Committee.
Councillor Hannah, Chair, Clarington Restructuring Committee, made a
presentation to the Committee outlining the process and recommendations put
forth by the Restructuring Committee.
Mayor Hamre advised that a Public Meeting is being held in order to allow
residents of the Municipality an opportunity to address the interim report of the
Restructuring Committee.
Bob Willsher, Chair, Northumberland and Clarington Board of Education,
834 D'Arcy Street, Cobourg, K9A 4B5 - advised that he is addressing Committee
on behalf of the six trustees of Clarington. He indicated that the Province has not
yet provided direction as to the number of trustees which will be allocated to the
school board and therefore the trustees can only address the interim report of the
Restructuring Committee based on their present number of six. Although the
trustees feel some anxiety over splitting Bowmanville into two separate wards he
indicated that the trustees prefer Scenario #2 of the four put forward, however,
they would request that Wilmot Creek be included in Ward 4 rather than in
Ward 3.

Bruce Taylor, 2024 Concession Road 7, Enniskillen, LOB 110 - indicated that he
had anticipated the creation of a rural ward as it becomes almost impossible for
the rural population to elect or vote a voice on Council with a rural/urban mix.
He questioned why the dividing lines between the wards occurs on a road and
indicated that he would prefer the lot lines to be followed. Mr. Taylor indicated
that his preference would be for Scenario #2 with a change in that scenario that
Wilmot Creek be included in Ward 4.
Libby Racansky, 2400 Hancock Road, Courtice, L1B 2M1 - indicated concurrence
with either Scenario #2 or Scenario #4 as put forward by the Restructuring
Committee.
George Khouri, c/o Landmark Home Furnishing, 77 King Street East,
Bowmanville, L 1C lN4, - questioned how the Regional representation will be
divided as we will be losing one Regional Representative and the population is
growing so rapidly.

THAT all public comments on the redefinition of ward boundaries be referred
back to the Restructuring Committee for preparation of a final report to be
submitted to Council on August 12,1996; and
THAT Ontario Hydro, Clarington Hydro, The Northumberland and Clarington
Board of Education, the Peterborough, Victoria, Northumberland and Clarington
Roman Catholic Separate School Board, the Regional Municipality of Durham and
the Ministry of Municipal Affairs and Housing, be advised of Council's decision.
