(a) Diane Goff, Director, Bethesda House, 12 Firner Street, Mitchell's Corners,
LOB 110, circulated documentation which reflects the activities undertaken by
Bethesda House in their first year of operation. The organization will be
holding a major fundraising event on June 23,1996 with an anticipated
attendance of over 1,000 visitors. She requested that the fee to rent the
Garnet B. Rickard Recreation Complex be waived for this event.
There were no public meetings scheduled for this meeting.
Councillor Dreslinski chaired this portion of the meeting.

Amendment to Resolution #GPA-306-96
Development Charges
By-law Moved by Councillor Hannah, seconded by Councillor Elliott
THAT Report PD-71-96 be received;
THAT staff be authorized to schedule a Public Meeting pursuant to the
requirements of the Development Charges Act acknowledging Council's intentions
to review the proposed removal of the termination date of the Municipality's
Development Charges By-law 92-105, as amended;
THAT the required Public Notice be advertised in the local newspapers having
general circulation in the Municipality setting forth the date, time, location and
purpose of the Public Meeting; and
THAT a copy of Report PD-71-96 and the decision of Council be forwarded to the
Urban Development Institute, the Toronto Home Builders Association and the
Durham Home Builders Association.

industrial uses" prior to giving approval to this Official Plan Amendment;
THAT a copy of Report PD-74-96 be forwarded to the Durham Regional Planning
Department; and
THAT all interested parties listed in Report PD-74-96 and any delegation be
advised of Council's decision.

THAT Report PD-77-96 be received;

requesting the removal of the Holding (H) symbol from the subject lands within
part of Lot 34, Concession 3, former Township of Darlington be approved;
THAT the by-law attached to Report PD-77-96 be forwarded to Counci I for
approval; and
THAT all interested parties listed in Report PD-77-96 and any delegation be
advised of Council's decision.

THAT Council concur with the decisions of the Committee of Adjustment made

the decisions of the Committee of Adjustment in the even of an appeal.

THAT the request of the Local Architectural Conservation Advisory Committee to
designate as a historical structure the properties I isted on Attachments 1 through 4

THAT the Clerk prepare the required notice of intent pursuant to the provisions of
the Ontario Heritage Act and report back to Council following the prescribed
notification period; and
THAT the Local Architectural Conservation Advisory Committee be advised of
Council's decision.

the current development charge legislation to exclude "soft services" from
development charge calculations because of the severe financial impact on the
Municipality of Clarington, and the potential for unacceptable mill rate increases;
and
THAT a copy of this resolution be forwarded to the Premier of the Province of
Ontario, the M.P.P. for Clarington Mr. J. O'Toole, AMO, the Regional
Municipality of Durham, the Regional Chairs, U.D.I., the Hardeman Committee
and the G.T.A. Mayors' Committee.

THAT Report TR-37-96 be received;
THAT Duncor Enterprises Inc., Barrie, Ontario, with a total bid in the amount of
$192,035.04, being the lowest responsible bidder meeting all terms, conditions
and specifications of Tender CL96-7, be awarded the contract to supply and apply
Surface Treatment to various roads as required by the Municipality of C1arington;
and
THAT the funds required in the amount of $192,035.04 for the Municipality of
C1arington requirements, be provided from the 1996 Department of Public Works
Road Maintenance Budget.

and specifications of Tender CL96-8, be awarded the contract for Asphalt and
Surface Treatment Pulverizing, as required by the Department of Public Works;
and
THAT the funds be drawn from the approved 1996 Department of Public Works
Road Mai ntenance budget.
