Resolution #GPA-101-96 Moved by Councillor Dreslinski, seconded by Councillor Hannah March 4, 1996 THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on February 19, 1996 be approved. "CARRIED" 201 . G,P.& A. Minutes PRESENTATION . DELEGATIONS . - 2- March 4, 1996 Bernie Chandler, Deloitte & Touche, Chartered Accountants, Bank of Commerce Building, 2 Simcoe Street South, P.O. Box 800, Oshawa, L1H 7N1 - circulated a report entitled "Municipality of Clarington - Comments Resulting From Our Review of the Report of the GTA Task Force - January, 1996" prepared by Deloitte & Touche. The report states that .., "there are many, currently unquantifiable issues which should be resolved before any decision is made concerning the adoption or rejection of the GTA Task Force recommendations." . He indicated that the Golden Task Force reported an increase in municipal taxation of 2.9% for the Municipality of Clarington. . Unofficial revised calculations backing up exhibit 6.6 of the Golden Task Force Report now show an increase in municipal taxation of 11.1 % for the Municipality of Clarington. . This revised calculation represents an increase in tax supported expenditures of approximately $2,280,000. compared to the previously published amount of $582,000. . The GTA Task Force projection of $107 Million in savings resulting from the new GT A Structure, may be overstated by approximately $28 Mi II ion. Mr. Chandler advised that at the time of writing the GTA Task Force Report, the total GTA Municipal debt was approximately $2.5 billion dollars. Specific procedures should be developed to help ensure this debt load is equitably distributed to the benefiting municipalities, (a) Mavis Carlton, R.R. #2, Group 2, Box 14, Bowmanville, L 1C 3K3 - reo Clarington Older Adult Activity Centre - appeared on behalf of Annabel Sissons, Co-Chair, Senior Adults Committee, She advised that it has been close to ten years since the need for a Seniors Centre was first identified and that it is estimated that there are 11,000 residents over the age of 55 in C1arington in need of a seniors' facility, She requested a commitment to provide the seniors with their own centre and to trust them in their ability to raise funds for the operating expenses. She circulated a petition containing approximately 213 signatures of persons requesting final approval of a new seniors' centre. Don Welsh, 4280 Mearns Ave., R.R. #4, Bowmanville, L 1C 3K5 - circulated documentation entitled "Budget Presentation to General Purpose and Administration Committee of Council - Municipality of Clarington" dated March 4, 1996 which contained a summary of the proposed revenues and expenditures of a Seniors' Centre. He noted that, after approval is granted by Council, the seniors will be applying for the maximum funding of $30,000. which is available under the Elderly Persons Act. He requested that Members of the Committee approve the seniors' centre. (b) Len Koenderman, Bowmanville Rotary Club, Box 217, Bowmanville, L 1C 3K9 - reo Clarington Older Adult Activity Centre - advised that Mr. Welsh, as a member and Past President of the Rotary Club, has been involved with many community endeavours and, if the seniors' centre is approved, the Rotary Club would be willing to donate approximately $30,000, towards furnishings. 202 . . . Minutes DELEGATIONS CONT'D, C1arington Older Adult Centre A19.PR - 3 - March 4, 1996 (c) Roxy Barnes, Community Care, 98 King Street West, Bowmanville, l1C 1R4 reo Clarington Older Adult Activity Centre - circulated documentation dated March 4, 1996 expressing support for the Older Adult Activity Centre Committee and their ongoing efforts to have an Older Adult Centre established in Clarington. She informed Members of the Committee that Clarington currently has 9,548 people or 16,8% of its population who are potential users of a seniors' centre and its services. In addition, there are another 6,468 people between the ages of 45 - 54 who will quite possibly become users of the centre in the next few years. She noted that the development of a seniors' centre, the co-ordination of services and the new activities that it will bring to the older residents are essential if we are to succeed in keeping them well and out of the formal and very expensive health care system. She requested that Members of the Committee trust the seniors as they can make the project work. (d) Rita Wilson, 29 Hillier St., Bowmanville, l1C 3S5 - reo C1arington Older Adult Activity Centre - is presently Treasurer of the Senior Adults Cornmittee and has been a member of the committee for approximately 8 years. She described the various fundraising activities of the seniors and requested that Members of the Committee give the seniors a chance by approving a seniors' centre. Resolution #GPA-102-96 Moved by Councillor Dreslinski, seconded by Councillor Pingle THAT the order of the agenda be altered to consider the requests made by the delegations regarding the seniors' centre at this time. "CARRIED" Resolution #GPA-103-96 Moved by Councillor Dreslinski, seconded by Councillor Hannah THAT the delegations of the Clarington Older Adults Committee be received; THAT Staff be directed to identify a source of funding which would provide bridge financing to help offset the operating expenditures related to the C1arington Older Adult Centre, and report back; and THAT the C1arington Older Adults Committee, Mavis Carlton, Don Welsh, Len Koenderman, Roxy Barnes and Rita Wilson be advised of Council's decision, FORTHWITH. Rickard Complex with subsidies being drawn from the interest earned on the Impact/Escrow reserve fund. PUBLIC WORKS DEPARTMENT Fence Viewers' Award - Common Boundary Between Courtice Memorial Park and Shirley Locke Property Resolution #GPA-120-96 Moved by Councillor Dreslinski, seconded by Councillor Pingle THAT Report WD-14-96 be received; THAT the six foot (6') chain link fence, ordered by the Referee, Mr. Norman Kopperud, be installed along the common boundary between Courtice Memorial Park and the property owned by Shirley Locke, prior to the start of the softball season (May 1); THAT the estimated cost of $2,500 be approved and the funds be obtained from the Community Services Lot Levy Account #5001-00035-X; THAT the funds presently contained in the Draft 1996 Budget receive pre-budget approval; and THAT Mrs, Shirley Locke be advised of Council's decision.
