Special Meeting called by His Worship Mayor John
Winters for the purpose of receiving, considering and
approving items related to compensation plans and
personne I .

THAT Council move into Committee of the Whole.

THAT the recommendations in Confidential Report Admin 8-87
Compensation Plan for Non-Unionized Full Time and Part-Time
Employees, Mayor and Members of Council, and Council
Appointees, be approved as written.

THAT Recommendation No. 2(d) of Report Admin 8-87 be deleted
and dealt with separately by subsequent report;
AND THAT in future, compensation for special purpose groups
appointed by Council not be considered with the union and
non-union compensation package.

THAT the recommendations contained in Confidential Report
Admin 9-87 - Filling of Vacant Position in the Fire Department -
Deputy Fire Chief, be approved as written.

Resolution 1C-342-87
Moved by Councillor Hamre. seconded by Councillor Wotten
WHEREAS the position of Director of Community Services for the
Town of Newcastle was vacated recently;
AND WHEREAS the Chief Administrative Officer has been authorized
to take all the necessary steps to fill the position of Director
of Community Services and engage if necessary the appropriate
consultants to assist with the organization and staffing
requirements of the Community Services Department:
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle hereby resolves as follows:
1. That the Deputy Director of Community Services be appointed
to fill the vacant position on an interim basis. with the
title "Acting Director of Community Services";
2. That the Acting Director of Community Services be
remunerated for his services. effective March 1st 1987.
at Grade 14, Step 4 of the salary administration program of
the Town for non-affiliated staff subject to any general
increases in salary approved by Council;

3. That the position of Deputy Director of Community Services
remain vacant until the Chief Administrative Officer
has completed the review of the organization and staffing
requirements of the Community Services Department.

Resolution 1C-346-87
Moved by Councillor Hubbard, seconded by Councillor Notten
THAT leave be granted to introduce the following by-laws,
and that the said by-laws be now read a first time:
87-76 being a by-law to authorize execution of a Collective
Agreement between the Town of Newcastle and the Canadian
Union of Public Employees and its Local 74;
87-77 being a by-law to provide for an annual allowance to
the Mayor and Members of Council;
87-78 being a by-law of the Town of Newcastle to appoint
a Deputy Fire Chief
