held on Monday, March 23 1987, at
7:00 p.m., in the Council Chambers

Mr. Joe Bugelli, Chairman, Central lake Ontario Conservation
Authority, 100 Whiting Avenue, Oshawa, l1H 3T3, and Wm. Campbell,
Chief Administrative Officer, were present to outline C.l.O.C.A.'s
activities and projects for 1987. C.L.O.C.A. owns 13 parks and
recreation areas, five of which are in the Town of Newcastle.
This is 1/3 of C.L.O.C.A. 's operation and the highest pUblic
profile. C.L.O.C.A. is deeply involved in plans of subdivision,
severance, rezoning, flooding and problems of that nature.
In 1987, the 80wmanville valley is a capital item and
approximately half of the budget is allotted to this project.
Fortunately C.L.O.C.A. will have the services of an engineer to
prepare a plan for the Hampton Pond. Progress largely depends
upon reconciling some financial problems with a private person.
C.L.O.C.A. 's budget increase for 1987 is 5%. The Provincial
Allotment to C.L.O.C.A. was reduced by 20%.
Jack Hallam, Orono Showcase, Church Street, Orono, presented a
written brief to Council requesting a renewal of the one year
lease and ninety days notice to vacate. Orono Showcase is a
group of local crafts people, artists and antique collectors
who share staff duties at the Orono Armouries on weekends.
They have their work on permanent display and have the opportunity
of making a few sales. They have been responsible tenants,
planting and maintaining flowers and shrubs for the beautification
of Orono. They keep the property clean and attractive. If the
Town has any immediate plans for the Armouries, then the Showcase
should be informed in order that they may make plans for their
future.
Mrs. Eileen Stevens, spoke on behalf of the Showcase, informing
Council that the building was in bad shape when the Showcase
took over. They cleaned it up, painted, repaired windows, cut
grass and planted flowers. The Showcase works in conjunction
with the functions of the Town, B.I.A., and Hall Boards.
Ian McNab, General Manager, Kawartha Region Conservation Authority,
Heritage House, Box 819, Fenelon Falls, KOM lNO, showed a slide
presentation of the Authority's activities. Kawartha is the
youngest Authority, formed 1979. Newcastle is a small proportion
of their watershed. The Authority has 1 conservation area
(Ken Reid). A canoe launch was installed at the Ken Reid
Conservation area and the board walk continued. In 1987, they
plan to build an Administration Building from materials taken
from the Authority's bush property and with the assistance of
the public. The Authority has a small budget of less than
1/2 million.
Mr. Jim Osborne, President, Courtice Park, R.R. 3, Bowmanville,
llC 3K4, informed Council that they are no longer part of the
Courtice & Area Association. The Association deals with Political
matters and the Park deals with the activities for the children.
The park would like a grant of $3,940.00. The N.C.S.A.B.
recommended that no grant be given and suggested that future
requests be combined with the Courtice & Area Association. Mr.
Osborne presented the Parks Budget and asked Council to reconsider
the Park's request.

THAT Report PD-SO-87 be received; and
THAT the Rezoning Application submitted by Mr. Kevin Tunney,
on behalf of Macourtice Developments Inc., to permit the
development of one hundred and forty-four (144) residential
lots, be referred back to staff for further examination and
report to be brought forward with the proposed plan of
subdivision and neighbourhood plan; and
THAT the agricultural concerns be addressed by the Director of

schedule; and

THAT leave be granted to introduce the following by-laws,
and that the said by-laws be now read a first time:
87-50 being a by-law to authorize the entering into of an
agreement with Rossert-Taunus Construction Ltd., and
the Corporation of the Town of Newcastle;
87-51 being a by-law to amend By-law 84-63, the Comprehensive
Zoning By-law of the Corporation of the Town of
Newcastle (Ro,sert-Taunus);
87-52 being a by-law to amend By-law 84-63, the Comprehensive
Zoning By-law of the Corporation of the Town of
Newcastle (General Amendment);
87-53 being a by-law formulating a plan for protecting
