Minutes of a special meeting of
Council held on Friday, March 6, 1987
at 9:30 a.m., in Court Room H2.
Present Were: Mayor J. Winters

The Purpose of the Special Meeting of Council is to:
I. Receive the Consultants report respecting the tenders
for the Administrative Facility
2. Award the contract to the successful contractor
3. Pass a by-law authorizing the Mayor and Clerk to
execute the necessary contract with the successful
contractor.
Pat Hanson, A. J. Diamond and Partners, Architects and
Planners, 2 Berkeley Street, Toronto. M5A 2W3 made a
brief presentation regarding the Tenders received for the
Administrative Facility.

That there be a 5 minute recess.

Moved by Councillor Cowman seconded by Councillor Hamre
That the report of the Town's Architect with respect to
the New Administrative Facility be received; and
WHEREAS the firm of Dineen Construction Ltd., has specified
the renovation and construction of the new Administrative

will be completed within II months of awarding the contract
which would realize a cost saving of approximately $25,000.00;
and
WHEREAS this firm has guaranteed that at least 23% of the
subcontractors assigned to this project are located within
the Durham Region; and
WHEREAS this construction time frame will minimize the disruption
to the Town's Administration and business activity within
the Town;
THEREFORE BE IT RESOLVED that:
The contract be awarded to the firm of Dineen Construction
Ltd. for the construction of the New Administrative Facility;
and
That a by-law be passed authorizing the Mayor and Clerk to
execute an agreement between the Corporation of the Town of
Newcastle and the firm of Dineen Construction Ltd., for
the construction of the New Administrative Facility at a
cost of $4,742,500.00; and
That the contractors who tendered on the project be so
advised.

That leave be granted to introduce By-law 87-42, being a
By-law to authorize execution of an agreement with Dineen
Construction Limited for the construction of the New
Administrative Facility and that the said by-law be now
read a first time.
