Oakes Resolution #C-103-87 Moved by Councillor Hubbard, seconded by Councillor Wotten THAT the Minutes of a regular meeting of Council, held on Monday, January 26, 1987, be approved as read. "CARRIED" Resolution #C-104-87 Moved by Counci 1I0r Hubbard, seconded by Councillor Wotten THAT the Minutes of a Special Meeting of Council, held on February 2, 1987, be approved as corrected; and THAT in Resolution #C-98-87, delete the word "earlier" and after the word "Counci I" add the words "i n a confidential directive dated February 2, 1987." "CARRIED" . ( . . \. Counci I Minutes Delegations - 2 - February 9, 1987 Mr. Wally Heinbuch, Chairman of the Management Committee, Lions Club of Bowmanville, Beech Avenue, Bowmanville, Ontario, addressed Council with respect to the grant application submitted by the Lions Club. Members of Council were referred to a letter dated February 6, 1987, from Mr. Paul Bellefontaine, Vice-President of the Lions Club, which detailed the activities of the Club and the costs associated with the provision of services to the community. Mr. Heinbuch requested that Council review the contents of the letter, and give serious consideration to the Lions Club's request for a grant and in that way support this facility in the same manner that other groups and boards are supported. Finally, Mr. Heinbuch asked that Council make a long-term commitment respecting the funding process. Mr. Irwin Colwell, Chairman, Bowmanville Museum Board, 37 Silver Street, P.O. Box 188, Bowmanville, L1C 3K9, addressed Council with respect to the funding level recommended by the NCSAB for the Museum for the year 1987. Mr. Colwell advised, that the 1987 Budget for the Museum was established at $47,320.00 and the amount of $28,076.00 recommended is insufficient to meet operating costs. He also indicated that By-law 79-67 directed that the Museum Board submit its annual budget directly to Council.through the Treasurer, not through the NCSAB. Having detailed the Board's ongoing expenses relating to the operationJof the Museum, Mr. Colwell suggested that if Council could not provide adequate funding, the Museum might possibly have to close its doors and, such an action could possibly raise questions related to the ownership of the assets of the Museum. Mr. Milt Dakin, Chairman, Newcastle Community Services Advisory Board, advised Council that he was in attendance to answer any questions relating to two reports on Council Agenda: (a) NCSAB-10-87, Grant Recommendations and NCSAB 1987 Operating Budget and (b) NCSAB-9-87, Municipal Grants POlicy. Apart from the reports, Mr. Dakin indicated that he had nothing to speak to Council about.
