Minutes of the Inaugural Meeting
of the Council of the Town of
Newcastle, held on Monday, December
5, 1988 at 7:00 p.m. in the Council
Chambers
Present Were: Mayor Marie Hubbard
Councillor Patrick Deegan
Councillor Diane Hamre
Councillor Larry Hannah
Councillor Ken Hooper
Councillor Frank Stapleton
Councillor Arnot Wotten
Also Present: Chief Administrative Officer, L. Kotseff
Director of Public Works, W. Evans
Director of Planning, F. Wu
Director of Community Services, J. Caruana
Deputy Treasurer, M. Marano
Fire Chief, J. Aldridge
Town Clerk. P. Barrie
The Clerk called the meeting to order and administered
the Oath.of Office of Mayor and Oath of Allegiance to
Mayor Elect, Marie Hubbard. The Clerk then administered
the Oath of Office and the Oath of Allegiance to the
following:

The Clerk then turned the meeting over to Her Worship
Mayor Hubbard.
The Invocation was given by Reverend Byron Yates, Rector,
St. John's Anglican Church, Bowmanville.

INAUGURAL ADDRESS

Sam L. Cureatz, M.P.P., Durham East, brought greetings and
congratulations to the Members of Council. He assured the
new Council that the present working relationship presently
enjoyed between himself and Council will continue in the future.
Gary Herrema, Regional Chairman, Regional Municipality of
Durham, offered words of encouragement and congratulations
to the new Council.
Her Worship Marie Hubbard paid tribute to the good work
provided by the previous Council of the Town of Newcastle.
She stated that John Winters and his Council provided a
solid administration to enable the Town to more effectively
handle the ever increasingly complicated municipal matters.
Mayor Hubbard outlined some of the challenges facing the
municipality in the next three years and briefly described
the ways that these challenges can be met head-on.

Moved by Councillor Hamre, seconded by Councillor Wotten
WHEREAS the Regional Municipality of Durham is responsible
for the making of appointments to the Conservation Authorities;
AND WHEREAS the Clerk of the Regional Municipality of Durham
has requested that the Council of the Corporation of the Town
of Newcastle determine its nominees to the Conservation
Authorities;
NOW THEREFORE THE COUNCIL OF THE TOWN OF NEWCASTLE RESOLVES THAT
the following persons shall be designated as the Municipality's
Nominees;
Ganraska Region Conservation Authority
Councillor Diane Hamre and Councillor Frank Stapleton
Central lake Ontario Conservation Authority
Councillor Patrick Deegan and Councillor Larry Hannah
Kawartha Region Conservation Authority
Mayor Marie Hubbard
AND THAT Mr. C.W. Lundy A.M.C.T., Clerk, Regional
Municipality of Durham be advised of Council's decision.

Striking Corrmittee
By-laws

Resolution #C-879-88
Moved by Councillor Wotten, seconded by Councillor Hamre
WHEREAS the Council of the Corporation of the Town of
Newcastle deems it to be expedient to the orderly processing
of appointments to the many Boards and Committees to establish
a Striking Committee;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
NEWCASTLE RESOLVES THAT a Striking Committee will be established
for the period ending November 30, 1991;
AND FURTHER THAT the membership of the Striking Committee shall
consist of Mayor Marie Hubbard, Councillor Diane Hamre,
Councillor Patrick Deegan and Councillor Arnot Wotten.

THAT leave be granted to introduce the following by-laws, and
that the said by-laws be now read a first time:
88-186 being a by-law to appoint the Members of the
Newcastle Public Library Board;
88-187 being a by-law to establish the Members of Council as
Chairmen of Departments and to establish the Order of
Proceedings at the General Purpose and Administration
Committee Meetings;
88-188 being a by-law to appoint an Acting Mayor.

being a by-law to confirm the proceedings of the Council
of the Town of Newcastle at this Inaugural Meeting, held
on December 5, 1988, and that the said by-law be now
read a first time.
