Mr. Edgar Golz of Railside Fabricating Co. Ltd., appeared before
Council requesting that his company be issued a Foundation
Permit. He stated that Railside Fabricating has recently
purchased property near Court ice Road and Highway 401 to erect a
building for the purpose of manufacturing custom machinery. As
the lease on their present location on Fairall street in Ajax
expires the end of February 1989, Railside would like to be
ready to move into their new building at that time.

pass a by-law authorizing the Society to hold Harness Racing on
Sunday, September 10, 1989, be received; and
THAT a by-law be passed authorizing the holding of the Harness
Race on september 10, 1989; and
THAT the Clerk advise Mrs. Yellowlees of COuncil's actions and
provide her with a certified copy of the by-law authorizing the
event.

November 29, 1988 as Bowmanville TOastmasters Day be received;
and

THAT the Clerk be authorized to forward a letter to the Liquor
Licensing Board of Ontario, advising that Council has no
objection to the issuing of a Special Occasion Permit; and
THAT Sally staples be so advised.

THAT the General Purpose and Administration Committee Report of
November 21, 1988, be approved except for Item #17.

Mayor Winters made a declaration of interest with respect to
Item #17; vacated his chair and refrained from discussion and
voting on the subject matter. The Mayor indicated that he is
the owner of Stor-All Mini Storage which leases space to the
municipality.
Councillor Hamre chaired this portion of the meeting.

THAT Report TR-88-88 be received; and
THAT in accordance with prOV1S10n of Chapter 302, Section 81(1)
of the Municipal Act, R.S.O. 1980, the Treasurer reports to
Committee that the cash position of the Town of Newcastle
for the month ended september 30, 1988 is as shown on the
schedule attached to Report TR-88-88; and
THAT part B of the expenditures for the month of september 1988
be confirmed.

THAT leave be granted to introduce the following by-laws,
and that the said by-laws be now read a first time:
88-178 being a by-law to amend By-law 84-63, the
Comprehensive Zoning By-law of the corporation
of the Town of Newcastle (Kerry);
88-180 being a by-law to permit the Durham Central
Agricultural Fair to remain open on sundays
when an authorizing by-law has been passed
by Council;
88-181 being a by-law to amend By-law 84-63, the
comprehensive Zoning By-law of the Corporation
of the Town of Newcastle (Quadrillium);
88-182 being a by-law to amend By-law 84-63, the
Comprehensive Zoning By-law of the Corporation
of the Town of Newcastle (Syvan);
88-183 being a by-law to amend By-law 84-63, the
Comprehensive zoning By-law of the Corporation
of the Town of Newcastle (Crothers);

THAT Planning Staff be directed to review the Newtonville Hamlet
Secondary plan to determine the appropriate lot size for future
residential development within the context of the possibility of
municipal water supply availability; and
THAT a report be forwarded to the General purpose and
Administration Committee on their findings.

THAT signage be posted prohibiting the use of skateboards on
the Town Square FORTHWITH; and
THAT the Director of Community Services report on this issue
FORTHWITH.

Councillor Hubbard, on behalf of Council, presented to Mayor
Winters a picture of himself and Don Cherry, which was taken at
the official opening of the Bowmanville Recreation Complex.
She thanked Mayor winters for his work and guidance over the
last three years.
Mayor Winters thanked Council for the presentation of the
picture, and wished them all the best in the upcoming term of
Council.
Councillor Hamre endorsed Councillor Hubbard's comments and
thanked the Mayor and Council Members for their assistance and
co-operation over the last term of Council.
Councillor Stapleton thanked Mayor winters, Council Members and
staff for their assistance over the past three years.
Councillor McKnight expressed his pleasure to Council and staff
for the term of CounciL
Councillor Wotten thanked Mayor Winters for his leadership
during Council's term of office and wished him and Councillor
MCKnig~t all the best in their future endeavours.
