"CARRIED" Mr. GOrdon Lohnert, 1437 Nash Road, Oshawa, LIK lAS, appeared before Council and requested that a crossing guard be placed at the intersection of Nash Road and Varcoe Road. He indicated that prior to the commencement of construction, there was a four-way stop at this intersection. since construction has begun, the four-way stop has not been in place and Nash Road has become a speedway. He stated that it is not safe for children to walk to school in this area. . . . . Council Minutes DELEGATIONS Report #2 Development Charge policy Study 60.2.1. - 12 - september 26, 1988 The meeting reconvened at 8:05 p.m. Mr. C. N. watson, of C. N. Watson & Associates Ltd., gave COuncil of an overview of the Town's Development charge policy Study. Mr. Watson indicated that the study is based on the existing policy, financial growth and the development charge practiced throughout Ontario. He stated that in 1987 the Town of Newcastle was the sixth fastest growing municipality in Ontario, in the area of residential growth. According to growth expectations for the Town, the population of the Town of Newcastle should reach 59,000 by the year 2000. Mr. Watson stated that the study considers the impact the lot levy will have on the growth and the individual spending areas. Questions were asked by Members of Council. Watson and Associates Limited and attached to Report Admin 15-88 be received; 2. THAT the Executive Summary contained on pages (i) to (iii) of the "Development Charge policy Study" be endorsed; 3. THAT the Policy Recommendations contained on pages (iv) to (vii) of the "Development charge Policy Study" be approved; 4. THAT the by-laws required to implement the Policy Recommendations contained in recommendation #3 of Report Admin 15-88 be passed; and 5. THAT the revised development charges contained in Recommendation #3 of Report Admin 15-88 be applicable to all development agreements inclusive of all subdivisions, severances and condominiums, to be entered into effective immediately.
