Minutes of a regular meeting of
Council held on Monday, March 14, 1988
at 9:30 a.m., in Court Room #2.
Roll Call
Councillor Stapleton led the meeting in prayer.

Resolution #C-178-88
Moved by Councillor Stapleton, seconded by Councillor McKnight
THAT the Minutes of a regular meeting of Council held on
Monday, February 22, 1988, be approved as read.

DELEGATIONS
Mr. Derek Barnett, Chairman, Clarke Museum and Archives,
requested that Council restore the Museum's Budget to the
original amount of $33,865.00. This amount includes some
new costs relating to the operation of the Armouries Building
and a storage building on the Museum site.
Mr. Mark Jackman, Curator, Clarke Museum and Archives, advised
Council that the interest in the Museum had increased significantly,
(200% in the last year), and the expectation for additional
visitors to the facility were high for 1988. Mr. Jackman
spoke briefly with respect to his personal activities and
involvement at the provincial level. He also indicated that
he was promoting the Museum through his consulting company
and that he was also very active in a province-wide fund-
raising program designed to make funds available to persons
who would, through their research, enhance museum operations.

Mr. Bill Richardson, presented a petition to Council on
behalf of the residents of Hampton. They are requesting that
the Town make every effort to replace the Mill Pond Bridge
removed earlier by Town forces,with a permanent bridge, not
a temporary bailey bridge. A permanent solution must be
arrived at so that the pedestrian traffic and vehicular
traffic can be accommodated safely.

AND THAT the correspondence be referred to the Durham
Regional Police for enforcement of the parking restrictions,
and to Durham Regional Works Department for a review of the
parking/traffic problems on Liberty Street South complained
about by Mr. Drake;
AND FURTHER THAT Mr. Drake be advised of Council's actions.

THAT the communication dated February 26th 1988, from

declare the week of May 16th 1988, as "Suicide Prevention
Week" in Newcastle be received;
AND THAT the request noted herein be approved and Nancy
Mutch be advised of Council's decision.

THAT the communication dated January 1988, from
E. Dowdeswell, Regional Director General, Conservation
and Protection, Ontario Region, Environment Canada, advising
that "Env ironment Week" wi II be celebrated across Canada
May 30th to June 5th, and inviting municipal governments
to participate in the celebration be received;

and October 7th to 9th 1988, be received;
AND THAT the request referred to herein be approved and

of Newcastle endorse the City of Ottawa resolution which

Council endorse an Ottawa Resolution which reads as follows:
"THAT the Minister of Revenue be requested to introduce
legislation amending Section 57 of the Assessment Act, so
as to permit the Assessment Commissioner to disclose to any
property owner wishing to appeal his assessment, copies of
the assessor's working papers"be received;
THAT the resolution of the City of Ottawa be endorsed, and
a copy of the Town of Newcastle's resolution endorsing the
position taken by the City of Ottawa, be circulated to the
Minister of Revenue, the Association of Municipalities of
Ontario (A.M.O.) and Mr. Sam Cureatz, M.P.P., Durham East.

1. That Report PD-57-88 be received; and
2. That the application, submitted by Dr. A.E. King, to amend
the Courtice South Neighbourhood Development Plan, to delete
a local road in order to permit the construction of two (2)
single family dwellings be approved conditional upon the
applicant constructing a permanent road connection, to the
satisfaction of the Director of Public Works, over the
presently existing temporary emergency access;
3. That any decision on the future of Prestonvale Road be
deferred pending a further report on the matter by staff; and

in the Town of Newcastle (Providence Road);
88-31 being a by-law to authorize the entering into of an
Agreement with Abek Real Estate Corporation and the
