THAT the Minutes of a regular meeting of Council held on July 19, 1993 and
the Minutes of a special meeting of Council held on July 26, 1993, be approved.

Mr. Robert Cowie, 2682 Prestonvale Road, Courtice, LIE 2R9, circulated a
letter containing approximately 72 signatures of persons who do not want link
homes in their neighbourhood because these do not conform to the existing
homes with large lots. He questioned how it came to be that the "R2" zoning
designation changed to "Rl" without, in his estimation, proper notification to
the area residents. He read the contents of a letter from his 61 year old
neighbour, a resident of the area for many years, who stated that "link homes
will look out of place in our neighbourhood."
Mrs. Barb Cowie, 2682 Prestonvale Road, Courtice, LIE 2R9, advised Members
of Council that it is unfortunate that links are being permitted in this area and
they will look ridiculous.
Mr. Tim Walton, 13 Renwick Road, Courtice, LIE IV8, informed Members of
Council that the two link homes will back onto his property. He questioned
whether these homes will be rented or sold and whether or not the backyards
will be fenced

Mr. Mike ffROkin., 39 Rehder Avenue, Bowmanville, LIC IV9, reiterated his
previous comments made to the General Purpose and Administration
Committee on September 7, 1993. He referred to the vague wording of the
petition and questioned if petitioners were thoroughly familiar with their
request or were they only being "good neigbbours" when they signed the
petition. He questioned the legitimacy of overruling a subdivision agreement
with the developer. Before purchasing his property, he thoroughly researched
the subdivision agreement which stated that sidewalks would be included in his
purchase price and, in his opinion, he stated that all purchasers were familiar
with this agreement. The installation of sidewalks would facilitate pedestrian
flow to downtown and the library. He stated that sidewalks and trees enhance
an area, add to property values and the safety of children playing.
Mr. Gersh Sone on behalf of Lakeshore Residents, 4351 Lakeshore Road,
Newcastle, LIB lLO Re: Report PD-116-93, reiterated his comments made to
the General Purpose and Administration Committee on September 7, 1993 and
advised that he was appearing on behalf of the residents of Lakeshore Road to
clear up some misunderstandings pertaining to comments made by Mr. Robert
McKenzie. He advised Members of Council that, contrary to Mr. McKenzie's
remarks, the move of the organization and the animals into the municipality
was "not a desperate move' as stated by Mr. McKenzie. A two-year lease to
buy had been signed by the organization in December 1992. He has been
advised by the Municipality of East Gwillimbury that the undertaking which
the organization had with this municipality, was never followed. Mr. Sone
questioned 'who are we dealing with and what are their true intentions?" He
has been told by the Ministry of Agriculture and Food that their mandate is to
ensure the safety of the RnimRl., not the safety of the surrounding residents.
He referred to a fire this weekend on the Panta property and the obnoxious
odour associated therewith. The F'll'e Department was, apparently, not allowed
to investigate. Mr. Sone requested Members of Council to deny this
application and have the RnimRl. removed from the Panta Property.
Mr. Michael Hackenberger, Bowmanville Zoo, 340 King Street East,
Bowmanville, LIC 3K5, circulated a letter dated September 3, 1993, addressed
to Leonard Creamer, Senior Law Enforcement Officer, wherein he stated that
"the Bowmanville Zoological Park Ltd. is prepared to make available to the
municipality our facilities, zoological and veterinarian expertise in the matter of
the exotic species, which are currently in the municipality illegally.' Mr.
Hackenberger also advised that they 'are prepared to move, house and attempt
to fmd homes for these specimens within CAZPA accredited facilities..."

WHEREAS certain automobile dealers sell motor boats in addition to selling
automobiles;
WHEREAS the Zoning By-law of the Municipality, in most instances, does not
permit automobile dealers to sell motor boats;
WHEREAS Council recognizes today's tough business climate and the need to
take a more flexible approach to assist local businesses;
NOW THEREFORE BE IT RESOLVED THAT the Planning Department be
directed to bring forth an amendment to the Zoning By-law to permit all
automobile dealers to sell motor boats and trailers in addition to the selling of
automobiles and process such amendment expeditiously in accordance to the
procedural requirements of the Planning Act.

THAT the Clerk examine the Noise By-law which currently allows construction
work from 7:00 am. to 11:00 p.m., 7 days per week and explore the feasibility
to amend the by-law such that construction work on SundayslHolidays, be
limited to allow residents, especially in new subdivisions, to enjoy a day of rest.

WHEREAS the Ministry of Transportation of Ontario is considering the
installation of median barriers for a portion of Highway #401 at Newcastle
village, in the Municipality of Clarington;
AND WHEREAS the installation of" barrier would likely have prevented the
head-on collision that claimed two lives on Friday, July 16, 1993;
NOW THEREFORE BE IT RESOLVED THAT THE CORPORATION OF
THE MUNICIPAlJTY OF CLARlNGTON ENACTS AS FOLLOWS:
THAT the Ministry of Transportation of Ontario be advised that the
Municipality of Clarington endorses the construction of median barriers on
Highway #401 for the area from Highway 115 to Trenton.
