INTAKE ONE - STRUCTURES REHABILITATION PROJECT
RECOMMENDATIONS:
It is respectfully recommended:
1. THAT Report EGD-61-04 be received by Council;
2. THAT the Municipality submit an application for funding to the Canada-Ontario
Municipal Rural Infrastructure Fund;
3. THAT the works listed in the Structures Rehabilitation Project contained in Report EGD-
61-04 be endorsed as the Municipality's highest priority project and included in the
application;
4. THAT this report be forwarded to the Canada-Ontario Municipal Rural Infrastructure
Fund Joint Secretariat;
5. THAT the detailed structure inspections required for submission with the Canada-
Ontario Municipal Rural Infrastructure Fund application be undertaken immediately; and
6. THAT the Engineering Services Department proceed with the preparation and
submission of the Canada-Ontario Rural Infrastructure Fund application, including all
supporting documentation.

1.0 BACKGROUND
1.1 The Engineering Services Department has reviewed the Guidelines and Technical
Schedules for Intake One of the Canada-Ontario Municipal Rural Infrastructure Fund
(COMRIF) program, specifically the sections dealing with Municipal Roads and Bridges
and Related Structures. The focus of the program is to ensure that Ontarians in small
urban and rural communities enjoy a quality of life that's second to none through
infrastructure investments which:
. enhance and renew Ontario's ageing public infrastructure
. improve the quality of the environment
. protect the health and safety of citizens
. support long-term economic growth
. build strong, sustainable communities by giving municipalities the tools they need
The funding formula for the program would see the 3 levels of government, local
municipality, Ontario and Canada, each paying 1/3 of the eligible project costs.
The COMRIF program also states that the priorities for project selection are: water,
wastewater, local bridges and roads and solid waste management.
Municipalities can only submit one project for each intake but similar projects can be
grouped together and submitted as one project.
Applications, including municipal council resolution, must be submitted to the COMRIF
Joint Secretariat on or before 5:00 p.m. EST on January 10, 2005.
Upon review of the Application Guidebook - Intake One and the criteria for projects
eligible for funding under the program, it was evident that for the roads and bridges
sections that protection of public health and safety were weighted heavily in the
evaluation criteria. Projects that are considered routine maintenance or repair are not
eligible for funding. Projects that are required as a result of residential development are
not eligible for funding. As a result of these factors it limited the eligible projects
significantly. Through a review of the existing bridge and culvert appraisals and the

existing road inventory information it was determined that the Bridges and Related
Structures section of the Intake One application would provide the Municipality the best
opportunity to submit a successful application for funding from the COMRIF program.
2.0 BRIDGES AND RELATED STRUCTURES
2.1 This section of the application provides the criteria for which the subject projects will be
evaluated against called the Bridge Sufficiency Index (BSI). The BSI calculation requires
the Municipality to provide a quantitative evaluation of the subject structure(s) using the
Bridge Condition Index (BCI) stating the percentage of various bridge or culvert elements
that are in poor condition. In this criteria the bridge superstructure (beams) and deck are
weighted at 70% of the overall criteria and the substructure and barrier portions of the
structure representing the remaining 30%. The other portions of the criteria making up
the BSI are four (4) Influence Factors that account for:
1) Truck traffic loading and load restrictions
2) Economic impact (length of detours, importance to community)
3) Bridge width
4) Geometric condition at bridgelculvert site.
In order for a structure to be considered for funding the Bridge Sufficiency index should
be less than 60, which would require the structure to be in very poor condition. Upon
review of available data it was determined that the following structures should be
considered for COMRIF funding due to their poor condition and the health and safety
concerns should they fail prior to their rehabilitation or replacement:

In addition to the poor condition of the above structures it is important to note that 5 out
of the 9 above structures provide the only access to residents on the dead-end roads on
which they are situated and this is a health and safety concern. Should the structure fail,
not allowing any vehicular traffic to pass, those properties on the other side of the
structure would be cut off from emergency services which poses a safety concern for the
residents impacted by the failure. This is another compelling reason why these projects
should be considered of highest priority to the municipality.
It is estimated that the total cost of the necessary remedial or replacement works for the
9 structures listed above are approximately $1,800,000 of which the Municipality would
be responsible for $600,000 which will be dealt with through the Engineering Services
2005 Capital Budget process.
In order to complete the necessary documentation for the COMRIF submission the
above structures require a detailed quantitative elemental Municipal Structure Inspection
be completed in accordance with the Application Guidelines. This inspection must be
undertaken immediately in order to meet the submission deadline of January 10, 2005.
