Mayor Hamre indicated that on Saturday, May 29, 1993, she attended the
opening ceremonies for Heritage Week and indicated that activities are planned
for the entire week.
Also this past weekend, the Annual Courtice Carnival was held and Councillor
Novak forwarded Brad Greentree's appreciation to the Town for their support
and endorsement. The Council of the Town reciprocated this appreciation to
the organizers of this event.
Mayor Hamre had the opportunity this past weekend to attend the Business
and Professional Womens' Conference which was being co-hosted with the
Oshawa Group. She indicated that the event was very well attended.
On Sunday, May 30, 1993, Mayor Hamre was in attendance at the
Environmental Fair which was held at the Bowmanville Recreation Complex.
She stated that each year this event becomes bigger, better and more
professional.
The Annual Sea Cadet Inspection was held this past weekend and Mayor
Hamre advised Council that the Sea Cadets once again did very well at this
event.
Pursuant to Section 4 of the Development Charges Act, the Town of Newcastle
Council is holding a public meeting to enable the public to understand the
Development Charge Amendment Proposal.
Before proceeding with this matter the Mayor asked the Clerk to explain how
and when notices of today's meeting was given. The Clerk advised that public
notices were placed in the local newspapers on or before April 28, 1993. This
notice procedure is in compliance with Ontario Regulation 725/89.
The Mayor asked if there were any questions concerning the manner in which
the notices were served. There being none, the Mayor announced that the
Director of Planning and Development would describe the purpose and effect of
each of the proposed amendments, then the objectors would be heard followed
by the supporters of the amendment.
The Director of Planning and Development indicated that the purpose and
effect of the proposed amendment to the Development Charge By-law is to:
a) Change the indexing factor from the Engineering News Record
Construction Cost Index (CCI) to the Engineering News Record
Building Cost Index (BCD; and
b) Maintain the current development charge quantum as indexed last in
October 1992 to October 31, 1994.
The Mayor asked if there was anyone wishing to speak in objection to the
proposed amendment. There being no objectors, the Mayor then asked if
anyone wished to speak in support of the proposed amendment.

Ms. Lynda Townsend addressed Council on behslf of the Oshawa/Durham
Homebuilders Association and thanked Council for considering the proposed
amendment to the Development Charge By-law. Ms. Townsend indicated that
if the amendment is passed by Council, the Oshawa/Durham Homebuilders
Association will withdraw their appeal at the Ontario Municipal Board.
Mr. John Veldhuis, Chairman, Newcastle Community Liaison Group,
P.O. Box 16, Hampton, LOB lJO, distributed to Members of Council the
Needs Assessment Study - summary results of interviews conducted in the
Newcastle area during March and April 1993 by the Newcastle Community
Liaison Group. This study was used to identify residents' public involvement
needs that must be met for them to participate in all aspects of the siting
process, to identify the kinds of information the residents regard as important
for them to have and the preferred ways of providing this information and to
develop a preliminary list of community concerns regarding the diggiog of the
waste and transporting it to a new facility in another community. The results
of the public involvement needs assessment will provide important input to the
design of the Community Liaison Group's Public Participation Program to be
carried out in Newcastle during Phase IV and the identification of additional
information which may be required to respond to identifY concerns and to
ensure residents are provided with opportunities to participate in activities
where their concerns will be addressed
Mr. Veldhuis requested that Council review the results and advise the
Community Liaison Group if any areas have been overlooked so that it can be
included in the text.
Mr. Lynn Helpard, 3190 DarlingtOn/Clarke Townline, RR. #1, Orono,
LOB lMO, appeared before Council on behslf of The Committee of Concerned
Citizens, with respect to Highway 407. Mr. Helpard indicated that the
Committee and other local groups have evaluated an alternative routing for
Highway 407 which recognizes Newcastle's concerns and needs while also
respecting the needs of other communities in the Durham Region. He noted
that the alternative routing which the group supports, is to have the proposed
highway's eastern trajectory terminate in the south-western part of the Town
of Newcastle - joining the 401 east of Courtice. Mr. Helpard requested that
the Council support this suggestion and indicated that there is some urgency in
the matter as the Ministry of Transportation wishes to have the route rmalized
by summer's end
Mr. Ron Moase, 10146 Old Scugog Road, R.R #2, Blackstock, LOB lBO,
addressed Council with respect to the recommendations contained in Report
PD-SO-93 and requested that should Council adopt the recommendations
contained in the report, a meeting be arranged between himself, his father and
the Town in order to discuss the possibility of the Town purchasing property
from his father.
Mr. Robert Hann, President, Valiant Property Management, 177 Nonquon
Road, 20th Floor, Oshawa, L1G 3S2, addressed Council with respect to Report
PD-SI-93. Mr. Hann indicated that a meeting has been held with the residents
of Bridle Court and indicated that all of the residents' concerns have been
addressed.

Mr. William Hasiuk, RR #1, Hampton, LOB lJO, advised Council that he had
just been made aware that the report "Review of the Technically Preferred
Route Assessment of Alternative Route Segment SUP, April 1993" had not yet
been received by Council and requested that his and Gerald Hasiuk's
delegation be deferred until such time as Council has had an opportunity to
review the report.
Mr. P.W. Olive, Commissioner, Economic Development, Regional Municipality
of Durham, together with Norm Leigh, Manager, Economic Development,
advised Council of the promotion of "Celebrate Durham, '94." The promotion is
to celebrate Durham Region's 20th anniversary in 1994 and the idea is to
promote events, both cultural and sporting, that are hosted by local
organizations in all eight Durham municipalities throughout the year 1994.
While individual groups will still be expected to operate and promote their own
events, Celebrate Durham '94 will provide overall publicity of the entire festival
through a variety of promotional materials and events. A steering committee,
composed of elected or stsff representatives of each municipality, is now
actively seeking participation from local groups which run existing events as
well as groups interested in organizing and hosting a special cultural or
sporting event during 1994. Mr. Olive left an applicant information kit which
provides event organizers with an overview of the Celebrate Durham '94
concept and an application form. He indicated that the April 30, 1993 deadline
has now been extended to the end of June 1993.

Councillor Hannah advised that he will, at the next regular meeting of Council,
introduce the following motion:
Moved by Councillor Hannah, seconded by Councillor O'Toole
THAT the previous position of Council on the proposed Highway 407, be
rescinded; and
THAT the Council of the Town of Newcastle endorse in principle the proposed
technically preferred route of Highway 407 up to and including the connecting
link to be located between Bowmanville and Courtice, commonly known as the
Courtice link between Highway 401 and the proposed Highway 407.

THAT the Region of Durham be requested to adopt the proposed modification

THAT the Region of Durham be requested to modify Amendment #259 to the
1976 Durham Regional Official Plan and to modify the 1991 Durham Regional
Official Plan appropriately;
THAT Amendment #10 to the Courtice West Neighbourhood Plan be approved
as contained in Attachment #5 to Report PD-80-93;
THAT the Region of Durham Planning Department, the Ministry of Municipal
Affairs, the City of Oshawa and the Ontario Municipal Board be advised of
Council's decision and forwarded a copy of Report PD-80-93; and
THAT the interested parties in Report PD-80-93 and any delegation be advised
of Council's decision.

recommended for approval;
THAT the application to amend the Town of Newcastle Official Plan, to permit
a shopping centre having 8100 sq.m of floor partially composed of a 3251 sq.m
food store, be approved within the context of the modification to Amendment
#41 to the Town of Newcastle OffJCial Plan as contained in Report PD-80-93;
THAT the application to amend the Courtice West Neighbourhood Plan be
approved to permit the application as proposed within the context of
Amendment #10 to the Courtice West Neighbourhood Plan (Attachment #5 to
Report PD-80-93l;
THAT the application for amendment to the Town of Newcastle
Comprehensive Zoning By-law 84-63, as amended, submitted by Valiant
Property Management be approved, and the by-law be passed subsequent to
approval of the proposed modifications to Amendment #41 by the Minister of
Municipal Affairs and subject to the Site Plan details and agreement rmalized
to the satisfaction of the Town;
THAT the Ministry of Transportation be requested to revise the building
setback requirements along King Street (Highway #2) for the Courtice Urban
Area to reflect urban, not rural, building setbacks in accordance with the
Ministry of Transportation's "Transit Supportive Land Use Planning
Guidelines" and the 1991 Durham Regional Official Plan policies for Central
Areas;
THAT the City of Oshawa Planning Department, the Region of Durham
Planning Department, the Ministry of Municipal Affairs, the Ministry of
Transportation and the Ontario Municipal Board be advised of Council's
decision and forwarded a copy of Report PD-81-93; and
THAT the interested parties listed in Report PD-81-93 and any delegation be
advised of Council's decision.

THAT the Heritage Week Committee be issued a permit under Section 2(2) of
By-law 92-160, to allow for a fIreworks display to be held on June 5, 1993, at
Solina Park, as a rmale to Heritage Week, provided the rll'eworks are set off by
or under the supervision of a person of at least 21 years of age; and
THAT Sher Leetooze, Chairman, Heritage Week Committee, be advised of
Council's decision.

Mayor Hamre advised Council that the Regional Planning Committee is
continuing discussions, with the Ministry of Municipal Affairs at a staff level, on
the Regional Official Plan.
Councillor Dreslinski advised that the Ganaraska Conservation Authority is
meeting with the Ministry regarding budget cut-backs. She also advised that
the Orono Business Improvement Area has met for the rll'st time since the new
group was formed.
Councillor Hannah advised that the Central Lake Ontario Conservation
Authority is adversely affected by cut-backs of the Province.
Councillor Novak indicated that the Kawartha Region Conservation Authority
is also struggling with the Provincial cut-backs. She indicated that the
Courtice Carnival held over the past weekend was a tremendous success and
that the Museum Board is presently making arrangements for their Canada
Day Celebration.
