"CARRIED" Councillor Scott advised Council that the report being prepared by the Chief Administrative Officer as requested in Resolution #G-328-93, will be presented to the General Purpose and Administration Committee on June 7, 1993, rather than May 17, 1993 as noted in the minutes. There were no delegations scheduled for this meeting. "CARRIED" Resolution #C-353-93 Moved by Councillor Novak, seconded by Councillor Hooper THAT part (il) of the foregoing Resolution #C-351-93 be referred to the Durham Regional Police Department and to the Town of Newcastle Fire Department to determine whether the closure of King Street will cause any problems for emergency vehicles FORTHWITH. Council Minutes MOTION NOTICE OF MOTION REPORTS Report #1 G.P.A Report May 3, 1993 Item #9 Durham Regional Official Plan -10 - May 10, 1993 Resolution #C-360-93 Moved by Councillor Dreslinski, seconded by Councillor Hooper THAT the General Purpose and Administration Committee Report of May 3, 1993, be approved with the exception of Item #9. "CARRIED" Councillor Novak made a declaration of interest with respect to Item #9 of Report #1 and refrained from discussion and voting on the subject matter. Councillor Novak indicated that she resides in close proximity to one of the sites noted in Report PD-77 -93. Resolution #C-361-93 Moved by Councillor Dreslinski, seconded by Councillor Hooper THAT Report PD-77-93 be received; THAT the comments contained in Report PD-77-93 be endorsed as Council's position on the Ministry of Municipal Affairs Post-Circulation Comments on the new Durham Regional Official Plan; THAT 'he Ministry of Municipal Affairs be requested to meet with Regional and local stsff to resolve the outstanding issues including but not limited to population projections, density and intensification, phasing and urban boundary expansions, subwatershed planning, aggregate policies and rural settlements; THAT area municipalities have further opportunity to review the recommended modit""JCations prior to the Minister's approval; THAT a copy of Report PD-77-93 be forwarded to the Region of Durham Planning Department, the Ministry of Municipal Affairs, the Miniatry of Natural Resources, the Ministry of Transportation, the Ministry of Housing and other area municipalities in the Region of Durham; and THAT the Town of Newcastle's response pertaining to Highway 407 be deferre9 for future discussions to be held at the Council meeting of May 31, 1993. Council Minutes REPORTS -11- May 10, 1993 Resolution #C-362-93 Moved by Councillor O'Toole, seconded by Councillor Scott THAT the foregoing Resolution #C-361-93 be amended as follows: a) THAT paragraph 2 be amended by adding the following: "with the exception that the Town objects to modifications #37 and #38 to the Durham Regional Official Plan since Section 5.2.5 contained in the 1991 Durham Regional Official Plan submitted to the Province is appropriate without the need for the modifications"; and b) THAT paragraph 5 be amended to include "Gord Mills, M.P.P." nCARRIED" The foregoing Resolution #C-361-93 was then put to a vote and CARRIED AS AMENDED. "CARRIED' UNFINISHED BUSINESS 1993 Grant Notifications Resolution #C-364-93 Moved by Councillor O'Toole, seconded by Councillor Scott THAT the addendum to Report TR-32-93 be received; THAT the revised format of the letter attached to the Addendum to Report TR-32-93 as Schedule A be approved for mailing to the list of organizations per Report TR-32-93; and THAT Council provide direction to proceed with either Option A or Option B as described below: Option A _ Place one advertisement in local area newspapers in the fall for the following budget year grant requests. Option B - (i) Mail application forms in the fall to current grant recipients and inform these groups that no advertisements will be placed for the purposes of 1994 and future grant programs. . . . Resolution #C-36t>-93 Moved by Councillor Dreslinski, seconded by Councillor Hooper THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first and second time: 93-62 being a by-law to amend By-law 84-63, the Comprehensive Zoning By-law for the Corporation of the Town of Newcastle (Martin Road Holdings); 93-63 being a by-law to authorize the release of an agreement with Foster Creek Developments Ltd. and the Corporation of the Town of Newcastle for the development of Plan of Subdivision 10M -767 and 10M-776; 93-64 being a by-law to amend By-law 90-174 of the Corporation of the Town of Newcastle (Building Permit Fees); 93-65 being a by-law to authorize the execution of an agreement between The Corporation of the Town of Newcastle and Joseph and Sheila Giordano for the purchase of certain lands required for erosion protection on Lakeshore Road in the Town of Newcastle; 93-66 being a by-law to authorize the execution of an agreement between The Corporation of the Town of Newcastle and Jane Elizabeth Saunders for the purchase of certain lands required for erosion protection on Lakeshore Road in the Town of Newcastle; and . . . "CARRIED" Councillor Novak made a declaration of interest with respect to By-law 93-67 and refrained from discussion and voting on the subject matter. Councillor Novak indicated that a member of her family is an Executive member of the Hungarian Culture Club.
