Councillor HAnnAh led the meeting in prayer.
Pursuant to Section 4 of the Development Charges Act, the Town of Newcastle
Council is holding a public meeting to enable the public to understand the
Development Charge Amendment Proposal.
Before proceeding with this matter, the Mayor aaked the Clerk to advise on
the manner of Notice.
The Clerk advised that Public Notices were placed in the local newspapers on
or before March 24, 1993. This notice procedure is in compliance with Ontario
Regulation 725/89.
The Mayor announced that the Director of P1arming and Development would
describe the purpose and effect of the proposed amendment then any objectors
would be heard, followed by the supporters.
The Director of Planning and Development indicated that the purpose and
effect of the proposed amendment to the Development Charges By-law is to:
a) Examine the possibility of freezing the development charge quantum
by deleting the indexing provision during the freezing period; and
b)
Change the indexing criteria from the Construction Cost Index to the
Building Cost Index, if and when Council decides to lmpnse indexing in
the future. '
Noone spoke in opposition, to or in support of the Development Charge
Amendment Proposal. .

Moved by Councillor Dreslinski, seconded by Councillor Hannah
THAT Report PD-69-93 be received;
THAT Council direct stsff to bring forth an amending by-law to the
Development Charge By-law 92-105 for May 31, 1993 Council meeting in
compliance with the notice requirement of the Development Charge Act to:
a) change the Construction Cost Index to Building Cost Index; and
b) maintain the current development charge quantum as indexed last in
October, 1992 to October 31, 1994;
THAT notwithstanding the requirement for the next scheduled indexing by the
end of April, 1993, stsff shall withhold implementing the said indexing
schedule; and
THAT a copy of stsff Report PD-69-93 and the decision of Council be
forwarded to the Urban Development Institute, the Toronto Home Builders
Association and the Durham Home Builders Association.

THAT leave be granted to introduce By-law 93-57, being a by-law to confll'1ll
the proceedings of the Council of the Town of Newcastle at this meeting held
on the 19th day of April 1993, and that the said by-law be now read a first and
second time.
