December 2, 1991
Minutes of the Inaugural Meeting of
the Council of the Town of Newcastle
held on December 2, 1991, at 7:00 p.m.,
in the Council Chambers

The Town Clerk called the meeting to order and asked Marie
Knight, Deputy Clerk, to lead the meeting in the singing of
O'Canada. The invocation was given by Reverend Douglas Hall,
Rector, St. George's Anglican Church, Newcastle.
The Town Clerk administered the Oath of Office of Mayor and Oath
of Allegiance to Mayor Elect Diane Hamre. The Town Clerk then
administered the Oath of Office and the Oath of Allegiance to the
following:

The Town Clerk turned the meeting over to Her Worship Diane
Hamre.

REMARKS
Gordon Mills, M.P.P., Durham East, thanked all elected
Councillors for running for office. He wished them success in
reaching their goals and assured the Council that the Provincial
Government will work closely with the Municipal Council in a
productive relationship during their term.
Her Worship Diane Hamre, introduced the various individuals who
were in attendance who have been elected or appointed to the
Board of Education, the Hydro Electric Commission, the Business
Improvement Areas, the Police Department and Department Heads of
the Town.
INAUGURAL ADDRESS

Her Worship Diane Hamre stressed that the Council and Staff,
together as team, are committed to communicating and working
together with the Upper Levels of Government, the Boards of
Education, Hydro Electric Commissioners, representatives of
Commercial and Industrial Sections, Police Commission, and Boards
and Committees of the various Citizens Groups, to serve the
residents of the Town of Newcastle with open, honest and co-
ordinated communication. The Council has met and agreed that,
although there are many priorities that will be aggressively
addressed, the top priority will be increasing the
industrial/commercial assessment base in keeping the tax
increases down.

Moved by Councillor Hooper, seconded by Councillor Novak
WHEREAS at the municipal election held on November 12, 1991, a
majority of voters expressed their preference that the name of
the Town of Newcastle should not be retained;
WHEREAS the name of the Town of Newcastle was established in a
public statute, the Regional Municipality of Durham Act;
WHEREAS a change in the name of the Town of Newcastle would
require an amendment to the Regional Municipality of Durham Act;
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF
NEWCASTLE:
1.
THAT the Mayor and the Chief Administrative Officer be
authorized to meet at the earliest opportunity with the
responsible officials in the Ministry of Municipal Affairs
to determine the process and procedure that the Government
of Ontario will require to be followed for this process and
report back to Council; and

Durham be advised of this resolution.

Proceedings at the General Purpose and Administration
Committee Meetings;

being a by-law to appoint. a Striking Committee.
