Councillor Stapleton led the meeting in prayer.
Mayor Hubbard recognized Lynn Finlay and Margaret Bradley who were
present with their Cub Packs and distributed Town of Newcastle Pins.
Mayor Hubbard introduced to the Members of Council, Mr. Bill Hesson who
has recently been appointed as Deputy Fire Chief for the Town of Newcastle.

THAT the minutes of meetings of Council held on October 15, October 25
and November 18, 1991, be approved.

A Public Meeting was held with respect to By-law 91-198, being a by-law to
stop-up and close part of the unnamed laneway known as Kerr Street to
vehicular traffic, between Lots 26 and 27, all according to B.F. Perry's Plan
of the Unincorporated Village of Hampton, Township of Darlington, now in
the Town of Newcastle, more particularly described as Part 2, Plan
lOR-4050. No one was present to address this matter.

Garnet B. Rickard, Chairman, Skate '88, presented a further report regarding
the Bowmanville Recreation Complex. Mr. Rickard indicated that in January
1991, the fmal payment of the Committee's commitment of $1.1 million to
the Arena Complex was made, plus another $25,000 regarding the agreement
with the Kinsmen Club for a total of $1,125,000. In reference to the balance
of the money collected in accordance with the target of $1.5 million which
the group voluntarily agreed to raise, Mr. Rickard indicated that the
members of Skate '88 passed the following resolutions:
1. THAT all access money, $400,000, be put towards the baseball
diamonds and their lighting.
2. THAT the remaining money be put towards the outdoor skating pad,
as in our original plan as promised to donors.
This second resolution carried unanimously.
It is now Skate '88's hope that the amount of $400,000 for the ball diamonds
and their lighting will be available in the new year. Any money collected in
excess of the $1,525,000 will be turned over to the Town when the campaign
is completed, to be held in trust for an outdoor skating pad.
Chris Brown, Treasurer, Tyrone Community Centre Board, addressed
Council with respect to some outstanding bills which the Board has incurred
She stated that the Board is unable to pay the fuel and furnace repair bill,
totalling $2,569.87 and a plumbing bill totalling $1,037.41 and requested that
the Town provide some fInancial assistance in this matter.
