TOWN OF NEWCASTLE Special Council Minutes October 25, 1991 Minutes of a special meeting of Council held on Friday, Octoher 25, 1991, at 11:30 am., in the Council Chambers ROLL CALL Present Were: Mayor M. Hubbard Councillor D. Hamre Councillor L. If RnnR h Councillor K Hooper Councillor F. Stapleton Councillor A Wotten Absent: Councillor P. Deegan Also Present: Chief Administrative Officer, L. Kotseff Director of Public Works, W. Evans Deputy Clerk, M. Knight D - 1 Resolution #C-666-91 Moved by Councillor Hamre, seconded by Councillor Hooper THAT the correspondence dated September 25, 1991, from Cecile Bowers, Secretary, Br. 178, The Royal Canadian Legion, with respect to various activities planned for Remembrance Day be received; THAT permission be granted to the Royal Canadian Legion to fly the Poppy Flag from November 1 until November 11, 1991, at the cenotaph flagpole; THAT permission be granted to the Royal Canadian Legion to conduct the annual Poppy Campaign from November 1 to November 11, 1991, within the Town of Newcastle; THAT staff be directed to co-ordinate parade permits, printing of programs, the Minister's attendance, music and public address system; and THAT Cecile Bowers be advised of Council's decision. 'CARRIED" REPORTS Resolution #C-667-91 Moved by Councillor Stapleton, seconded by Councillor Wotten THAT Report WD-79-91 be received; THAT a by-law be passed to dedicate Part 6 of Plan lOR-813 and Parts 20 and 21 of Plan lOR-933, as public road allowance and that the Mayor and Clerk be authorized to execute the by-law attached to Report WD-79-91; Council Minutes . REPORTS BY-LAWS . . - 2- October 25, 1991 THAT the Town's solicitor take the necessary action to complete this transaction; and THAT Mr. Freeman Reid, Solicitor, be advised of Council's decision. "CARRIED" Resolution #C-668-91 Moved by Councillor Stapleton, seconded by Councillor Wotten THAT leave be granted to introduce By-law 91-192, being a by-law to dedicate certain lands as a public highway in the Town of Newcastle (Concession 1, Lot 29, former Township of Darlington), and that the said by- law be now read a fIrst time. 'CARRIED" Resolution #C-669-91 Moved by Councillor Stapleton, seconded by Councillor Wotten THAT the second reading of By-law 91-192 be approved. CONFIRMING BY-LAW - 3- October 25, 1991 Resolution #C-671-91 Moved by Councillor Wotten, seconded by Councillor Stapleton THAT leave be granted to introduce By-law 91-193, being a by-law to confIrm the proceedings of the Council of the Town of Newcastle at this meeting held on the 25th day of October 1991, and that the said by-law be now read a fIrst time.
