Resolution #C-507-91 Moved by Councillor Hamre, seconded by Councillor Hooper THAT the correspondence dated July 31, 1991, from R.M. Christie, Director, Greater Toronto Area Branch, Ministry of Natural Resources, requesting nominees for the Oak Ridges Moraine Citizens' Advisory Committee be received; and THAT John Veldbuis be recommended for nomination to the Citizens' Advisory Committee. Resolution #C-508-91 Moved by Councillor Hamre, seconded by Councillor Hooper THAT Report WD-69-91 be received; THAT a building permit be issued to Mr. and Mrs. Cox subject to the applicant satis/Ying the requirements of the Building Division and upon receipt of a registered reference plan illustrating the encroachments onto Dickson Street and Mill Street; THAT upon receipt of the reference plan Council pass a by-law authorizing the encroachment onto Dickson Street and Mill Street at a nominal cost of $2.00; . . . Special Council Minutes REPORTS OTHER BUSINESS Cameco Waste Management Facility E07.249.RA - 2- August 16, 1991 THAT the applicant be responsible for all costs such as survey and legal costs associated with this permit; THAT the Town solicitor be directed to take all actions necessary to complete the transaction; and THAT Mr. and Mrs. Tom Cox be advised of Council's decision. "CARRIED" Resolution #C-509-91 Moved by Councillor Stapleton, seconded by Councillor Hannah WHEREAS Mr. John Veldbuis, a long-time resident of the Town of Newcastle, has made extraordinary efforts over a number of years at great personal sacrifIce to achieve the removal of the radioactively contaminated waste deposited at Cameco's (formerly Eldorado's) Waste Management Facility at Port Granby from the Town of Newcastle; WHEREAS the initial decision to deposit low-level radioactive waste at Port Granby was made without adequate regard for public health, public safety and the environment, and in disregard of the well-being of the residents of the Port Granby area of the Town; WHEREAS in 1980 the Atomic Energy Control Board directed Eldorado to present to it by the end of 1986 plans for the decommissioning of the Port Granby Facility principally because of the Board's concern for the long-term stability of the Bluffs on Lake Ontario which are eroding, a condition that ultimately will result in the radioactively contaminated waste slipping into Lake Ontario; WHEREAS the Government of Canada intervened in the decommissioning by establishing the Siting Process Task Force on Low-Level Radioactive Waste Disposal whose report entitled 'Opting for Cooperation" was published in 1988; WHEREAS Town Council has expressed its concern at the extended and unacceptable delay that has and is occurring in removing the radioactively contaminated waste from the Town, most recently in the Town's submissions to the Atomic Energy Control Board at its meeting on December 12 and 13, 1990 respecting an application by Cameco for a renewal of the Port Granby Waste Management Facility Operating Licence; WHEREAS consistent with the Town's policy that the radioactively contaminated waste must be removed immediately from the Town, the Town has expressed its wish to participate in Phases 4 and 5 of the Cooperative Siting Process recommended to the Government of Canada in Opting for Cooperation subject to certain conditions set forth in Council's Resolution of December 10, 1990; . . . Special Council Minutes OTHER BUSINESS - 3 - August 16, 1991 WHEREAS the Government of Canada has delayed announcing its policy with respect to Phases 4 and 5 of the Cooperative Siting Process for more than eight months, and despite assurances from Mr. Ross Stevenson, M.P., in a letter addressed to Mr. Veldbuis dated July 16, 1991 that Phase 4 "already has received the required consideration and approval of cabinet and if an announcement has not been made by the time you receive this, then it soon will be", no announcement of the Government of Canada's decision has been announced; WHEREAS in frustration and desperation Mr. Veldbuis has commenced a hunger strike at the Port Granby Facility which he has said will end only when the Prime Minister takes action on moving the radioactively contaminated waste from the Town or Mr. Veldbuis dies; WHEREAS the Town Council deeply admires Mr. Veldbuis' commitment to the well-being of the residents of Port Granby and the Town and deeply deplores the inattention given to this most vital matter by the Government of Canada which has resulted in Mr. Veldbuis feeling compelled to take such the desperate measure of a hunger strike: NOW THEREFORE BE IT RESOLVED BY THE COUNCn.. OF THE CORPORATION OF THE TOWN OF NEWCASTLE: 1. THAT Council expresses its deep admiration to Mr. John Veldbuis for his commitment to the cause of the immediate removal of the radioactively contaminated waste from Cameco's Port Granby Facility and deplores the lack of attention given by the Government of Canada to the completion of the Cooperative Siting Process which the Town Council hopes will lead to an early removal of the radioactively contaminated waste from the Town; 2. THAT Council urges Mr. Veldbuis to stop his hunger strike immediately and to continue his most valued contribution to the well-being of the residents of Port Granby and the Town of Newcastle; 3. THAT Council requests the Right Honourable Brian Mulroney and the Government of Canada to immediately announce the Government's approval of Phases 4 and 5 of the Cooperative Siting Task Force and their commitment to the earliest possible removal of the radioactively contaminated waste from the Port Granby Facility; and 4. THAT the Mayor be requested to communicate this Resolution to: . . . "CARRIED AS AMENDED' (SEE FOLLOWING AMENDING MOTION) Resolution #C-510-91 Moved by Councillor Hooper, seconded by Councillor Wotten THAT the foregoing Resolution #C-509-91 be amended in the last paragraph by deleting the words "THAT the Mayor be requested to communicate this resolution to" and replacing them with the words 'THAT the Town Clerk be instructed to communicate this resolution FORTHWITH to' and by adding the following to the end of that same paragraph: 'Mr. Ross Stevenson, M.P.; and Mr. Gordon Mills, M.P.P.'
