Resolution #C-433-91 Moved by Councillor Wotten, seconded by Councillor Stapleton THAT the minutes of a regular meeting of Council held on June 24, 1991, be approved. ItCARRIED" The Mayor announced that Council would hear anyone wishing to speak regarding By-law 91-111, being a by-law to establish and layout a public highway in Lot 15, Concession 8, former Township of Darlington, now in the Town of Newcastle. Noone addressed Council with respect to this matter. Mrs. Helen MacDonald, R.R. #1, Newtonville, LOA lJO, made a slide presentation to Council highlighting the activities undertaken for National Environment Week. The presentation focused on the educational programs presented to various schools within the Town, waste exchange day, and the environmental fair which featured various environmental groups throughout the Town and small businesses. . . . Council Minutes DELEGATIONS COMMUNICATIONS - 2- July 15, 1991 Mr. Mike Pullen, McDermott & Associates Ltd., Pickering Corporate Centre, 1305 Pickering Parkway, Suite 704, Pickering, L1 V 3P2, addressed Council with respect to the proposed Laidlaw Landfill Expansion Project in Newtonville. He stated that the project is to gain approval and establish a Waste Management Facility incorporating a Landfill, Recycling Depot, Composing Facility, possibly a Materials Recovery Facility, a Transfer Station, and a Household Hazardous Waste Depot. The concept of the facility is that only waste passing through the management system would be placed in the landfill. Mr. Pullen indicated that several benefits for the Region and the Town of Newcastle would be realized from the project, namely: 1. A reliable 15 - 20 year waste management system which will enable the Region to grow in a planned manner. 2. The possibility of re-aligning Regional Road # 18 around N ewtonville, thereby protecting the hamlet status of Newtonville. 3. The possibility of oversizing the sewer between the site and Graham Creek Sewage Treatment Plant, if approved, to accommodate existing sewage and for proposed developments. 4. Approximately 20 new jobs will be created. 5. Approximately one million dollars annually will be put into the economy of the area Mr. Pullen requested that the Town of Newcastle take the opportunity of taking part in this project, seek advice and ask questions.
