THAT the minutes of a meeting of Council held on May 13, 1991, be
approved.

Mr. Irwin Hamilton, 1 Division Street, Bowmanville, L1C 2Z2, apprised
Council on the Heart and Stroke Campaign '91. Mr. Hamilton indicated
that the goal set for 1991 was $15,000 to be collected by the door-to-door.
campaign plus a distribution of information. In fact, $16,615 was raised and
practically every home in Bowmanville was covered. Mr. Hamilton stated
that he wished to thank two very special people for their efforts in the
campaign; Mrs. Eva Whitehead who has been Secretary-Treasurer of the
campaign for thirteen years and the students of Bowmanville High School
who were the largest contributors to the campaign with a total contribution
of $1,200. Mr. Hamilton asked the Mayor to present Mrs. Whitehead with a
plaque and indicated that Steven Kay, who was unable to be present this
evening, was responsible for the campaign taken on by the students at
Bowmanville High School.
The Mayor made the presentation to Mrs. Whitehead.

Ms. Lori Samis, 1794 Highway #2, Courtice, LlE 2M5, a student at Courtice
Secondary School, advised Council that in recognition of Canada's National
Week, the students of Courtice Secondary School are hosting MOGA (Most
Outrageous Group Activity) and are planning a bed race which will take
place on May 30, from 1:00 p.m. until 2:30 p.m. The race, consisting of 10
to 12 beds with 60 to 85 students on each team, is scheduled to be held on
Trull's Road between Nash and Pebblestone Roads. Residents in the area
will be notified of the event and supervision will be provided by teachers and
the police department. Ms. Samis requested Council's approval for this
activity.

THAT the delegation of Ms. Lori Samis be acknowledged; and
THAT the bed race proposed by Courtice Secondary School be approved,
provided that the students apply for and obtain a Road Occupancy Permit
from the Director of Public Works FORTHWITH.

THAT the correspondence dated May 9, 1991, from AM. Moore, Manager,
Newcastle Hydro-Electric Commission, with respect to the Extension of
Service Area - Status Report, be received; and
THAT the Town of Newcastle review the distribution and supply of power
within the municipality in accordance with the Durham Municipal Hydro
Electric Service Act, 1979, Section 5(2).

accordance with Town Policy; and

Occasion Permit for the annual outdoor picnic to be held at Loyola Park,
Orono, on June 15 and 16, 1991, be received;
THAT the Clerk be authorized to issue a letter to the Liquor Licensing
Board of Ontario, advising that Council has no objection to the issuance of a
Special Occasion Permit for this activity; and

THAT the correspondence dated May 7, 1991, from Gerald Bray, SoIina Park
Committee, requesting that Council authorize the issuing of a letter
approving the issuance of a Special Occasion Permit for the C.A W. Lob Ball
Tournament to be held on August 11, 1991, be received;
THAT the Clerk be authorized to issue a letter to the Liquor Licensing
Board of Ontario, advising that Council has no objection to the issuance of a
Special Occasion Permit for this activity; and
THAT Gerald Bray be so advised.

THAT Harvey Thompson be advised of Council's decision.

THAT permission be granted to the Navy League of Canada to hold their
parade provided they apply for and obtain a Road Occupancy Permit from
the Director of Public Works; and
THAT Rae Abernethy be advised of Council's decision.

by-laws be now read a first time:
91-63 being a by-law to amend By-law 84-63, the Comprehensive Zoning
By-law for the Corporation of the Town of Newcastle;
91-64 being a by-law to amend By-law 84-63, the Comprehensive Zoning
By-law of the Corporation of the Town of Newcastle
91-65 being a by-law imposing special annual drainage rates upon land in
respect of which money is borrowed under the Tile Drainage Act,
R.S.O. 1980;
91-66 being a by-law to adopt the estimates of all sums required during the
year for the school boards and regional government purposes and to
strike the rates of taxation for the year 1991;
91-67 being a by-law to adopt the estimates of all sums required during the
year for municipal purposes and to strike the rates of taxation for
municipal purposes for the year 1991.
