October 16, 1989
Mr. Irwin Hamilton, 1 Division Street, Bowmanville, Ontario, addressed Council
with respect to Report WD-76-89, regarding the closure and conveyance of
part of Porter Street in the Town of Bowmanville. Mr. Hamilton asked
that Council reconsider the decision of the General Purpose and
Administration Committee, to obtain a legal opinion in this matter.
He stated that the subdivision plan had received draft approval and if the
road closure can be made, advertising for the project can begin.

Special Occasion Permit for a one day Hockey Tournament to be
held on Sunday, January 28, 1990, be received;

Council of the Town of Newcastle has no objection to the issuing of a
Special Occasion Permit; and

WHEREAS paragraph 2.3 of the Minutes of Settlement of certain issues
between Ontario Hydro and the Town relative to the Darlington N uc1ear
Generating Station which were approved by Council at its special meeting of
September 22, 1989, requires Ontario Hydro to establish an escrow account in
which it will deposit Two Million Dollars ($2M) to be available to satisfy in part
the further amounts owed to the Town for building permit fees; and
WHEREAS Ontario Hydro has proposed that either the Bank of Montreal or
Royal Trust be appointed as escrow agents with whom the escrow account
would be established and that either is acceptable to the Town:

NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE TOWN
OF NEWCASTLE:
THAT the Bank of Montreal and Royal Trust be approved as appropriate
escrow agents for the purpose of Paragraph 2.3 of the aforesaid Minutes of
Settlement.

Caruana, Director, Community Services Department, with respect to the high
wire demonstration held at Bowmanville Memorial Park, on Saturday
October 14, 1989.
