Rzeszut (Until 11:50 a.m.) Manager Develoflllent Review Branch, L. Taylor (Until 11:50 a.m.) Town Clerk, P. Barrie Councillor Stapleton led the meeting in prayer. Mayor Hubbard informed Council that the Orono Fair was held this past weekend and has proven to be the biggest and best one yet. Mayor Hubbard advised COuncil that at the Rotary Club-Sponsored Dinner held on September 9, 1989, "Skate 88" announced that their fundraising has now reached $1.6 million dollars. She indicated that the 'IbWn acknowledged Garnet Rickard for his leadership in the fundraising campaign and forwarded his thanks to COuncil for this recognition. Council Minutes DELEGATIONS - 2 - September 11, 1989 Mr. Dave Gamer, Head, Transportation Planning Office, Ministry of Transportation, was present at the request of Council to define the Highway 407 overview study. He stated that the study was to review the need and justification for Highway 407 and for north and south links between Highway 401 and Highway 407. The analysis is based on population and employment figures derived from the 1986 census reports. Mr. Garner advised that because the regions within the greater Toronto area are increasing in population by approximately 65,000 people every year and metro continues to be the dominant employer, Highway 407 has been justified as far east as Highway 35/115. Mr. Garner indicated that the next steps in the process will be to protect the freeway network by carrying out environmental assessment and route location studies, protect the arterial road network, define and protect the transit network, investigate the need for another east/west freeway north of Highway 407 including north/south connections to Highway 407, and discuss the findings with municipalities and the Ministry of Housing to encourage a better match of housing to jobs. The first set of public meetings for this project are scheduled to take place in the spring of 1990. "CARRIED" Mr. Joseph COrnacchia, Ashdale Holdings, 85 West Beaver Creek, Unit 2, Richoond Hill, Ontario, L4B lK4, advised the Clerk on Friday, September 8, 1989 that he would not be appearing as a delegation. Mr. Rod Bullock, 7 Park Street, Orono, Ontario, LOB lMO, was called but was not present. Mr. A.F. Leitch, Director of Operations, Region of Durham was present at the request of COuncil to discuss the proposed Municipal-Industrial Strategy for Abatement (MISA) Regulation. Mr. Leitch indicated that MISA is a program of the Ministry of the Environment for the elimination of discharge of hazardous properties to the environment. It will affect the industrial sectors who discharge effluents and also the municipalities who indirectly discharge effluents through the sanitary sewer system. The municipal sector of this regulation will cost a great deal of money for municipalities and the province, however, Mr. Leitch anticipates the greatest impact will be felt by regional municipalities rather than area municipalities. Questions were asked of Mr. Leitch from COuncil members. . . .. I . COuncil Minutes DELEGATIONS Item 19 Rezoning & Site plan - E. VandeWalker 60.35.307. RECESS CCMMUNICATIONS - 3 - september 11, 1989 Mr. B. Walters was present on behalf of Mr. David McGregor with respect to the rezoning application submitted by Eugene VandeWalker for the Newcastle Trailer Park. Mr. Walters requested that Mr. VandeWalker's application be tabled for a period of two weeks to allow him to be able to address all concerns related to this matter. It is essential to the safety of the residents of the Tbwn that suitable arrangements with respect to the responsibility for providing fire protection at the Darlington Nuclear Generating Station be satisfactory to the Town be made immediately and be incorporated in appropriate amendments to the draft Region of Durham Emergency Response plan for Darlington Nuclear Generating Station before a Draft plan is recommended by the Region's Nuclear Task Force for approval by the Regional Council; 3. The Atomic Energy Control Board be advised that at present satisfactory arrangements with respect to Fire Protection at the Darlington Nuclear Generating Station have not been made and be requested to refuse to issue an operating licence to Ontario Hydro until such arrangements are made and the Nuclear Emergency Response Plans for Darlington Nuclear Generating Station of both the Province and the Region are approved by the Province and the Regional Council provided for in the Emergency Plans Act 1983; 4.
